<p><strong>Introduction</strong></p>
<p>Karl Marx wrote to Lincoln in 1864 that he was sure that the “American anti-slavery war” would initiate a “new era of ascendancy” for the working classes for the “rescue…and reconstruction of a social world”.2 The Black historian Lerone Bennett, writing 100 years later, called Reconstruction, “the most improbable social revolution in American history”.3</p>
<p>Clothed in the rhetoric and incubated within the structure of “American Democracy,” it was nonetheless crushed, drowned in blood, for being far too radical for the actual “American democracy.” While allowing for profit to be made, Reconstruction governments made a claim on the proceeds of commerce for the general welfare. While not shunning wage labor, they demanded fairness in compensation and contracts. Reconstruction demanded the posse and the lynch mob be replaced with juries and the rule of law. This all occurred during a time when the newly minted “great fortunes” brooked no social contract, sought only to degrade labor, and were determined to meet popular discontent with the rope and the gun where the courts or the stuffed ballot box wouldn’t suffice.</p>
<p>The defeat of Reconstruction was the precondition for the ascension of U.S. imperialism. The relevant democratic Reconstruction legislation was seen by elites as “class legislation” and as antithetical to the elites’ needs. The proletarian base of Reconstruction made it into a dangerous potential base for communism, especially as ruling-class fears flared in the wake of the Paris Commune, where the workers of Paris briefly seized power in 1871. The distinguished service of Blacks at all levels of government undermined the gradations of bigotry essential to class construction in the United States.</p>
<p>Reconstruction thus lays bare the relationship between Black freedom and revolution. It helps us situate the particular relationship between national oppression and class struggle that is the key to any real revolutionary strategy for change today.</p>
<p><strong>The new world</strong></p>
<p>Like the Paris Commune, the People’s Republic of China, the Soviet Union, Vietnam and Mozambique, the Reconstruction governments were confronted by the scars of brutal war and long-standing legacies of underdevelopment. They faced tremendous hostility from the local ruling elites and the remnants of their formerly total rule, and were without powerful or terribly well-organized allies outside of the South.</p>
<p>With the status quo shattered, reconstruction could only proceed in a dramatically altered social environment. Plantation rule had been parochial, with power concentrated in the localized despotisms of the forced labor camps, with generalized low taxes, poor schools, and primitive social provisions.</p>
<p>Reconstruction answered:</p>
<p>“Public schools, hospitals, penitentiaries, and asylum for orphans and the insane were established for the first time or received increased funding. South Carolina funded medical care for poor citizens, and Alabama provided free legal counsel for indigent defendants. The law altered relations within the family, widening the grounds for divorce, expanding the property rights for married women, protecting minors from parental abuse… Nashville expanded its medical facilities and provided bread, soup, and firewood to the poor. Petersburg created a thriving school system, regulated hack rates, repaved the streets, and established a Board of Health that provided free medical care in the smallpox epidemic of 1873”.4</p>
<p>And further:</p>
<p>“Throughout Reconstruction, planters complained it was impossible to obtain convictions in cases of theft and that in contract disputes, ‘justice is generally administered solely in the interest of the laborer…’ Equally significant was the regularity with which lawmakers turned down proposals to reinforce labor discipline”.5</p>
<p>South Carolina disallowed garnishing wages to settle debts, Florida regulated the payment of farm hands, and the Mississippi legislature instructed local officials to construe the law “for the protection and encouragement of labor.” All across the South, former slaves assessed the taxable property of their former owners; state after state protected the upcountry farmer from debt, exempting his tools, personal property, and horse and plow from the usurers. In Alabama, personal property tools and livestock were exempt and a Republican newspaper declared that “a man who has nothing should pay no tax”.6</p>
<p>The school-building push resulted in a serious expansion of public education:</p>
<p>“A Northern correspondent in 1873 found adults as well as children crowding Vicksburg schools and reported that “female negro servants make it a condition before accepting a situation, that they should have permission to attend the night-schools.” Whites, too, increasingly took advantage of the new educational opportunities. Texas had 1,500 schools by 1872 with a majority of the state’s children attending classes. In Mississippi, Florida, and South Carolina, enrollment grew steadily until by 1875 it accounted for about half the children of both races”.7</p>
<p>Georgia, which had no public school system at all before the war, had 1,735 schools by 1874. The first public school law in Georgia was passed on the 100-year anniversary, to the day, of Georgia’s slave-era law making it a crime to teach Blacks to read and write.8 In South Carolina, in 1868, 30,000 students attended four hundred schools. By 1876, 123,035 were attending 2,776 schools, one-third of all teachers were Black.9</p>
<p>The source of this social vision was the most solid base of Reconstruction: the Black workers, farmers, and farmhands. Within the Black population there grew a few men of wealth and the pre-war “free” population provided notable and standout leaders. However, at the end of the day, Black was essentially synonymous with “proletarian.”</p>
<p>Black political power made itself felt all over the South in perhaps the most profound cultural turnaround in U.S. history. Blacks—who just a few years previously had, in the words of the Supreme Court, “no rights” that a white man “was bound to respect”—now not only had rights, but exercised power, literally and metaphorically, over their former masters.</p>
<p>The loss of a monopoly on the positions of power vested in either local government or local appointments to state and federal positions was deeply intolerable to elite opinion, alarming them “even more than their loss of statewide control”.11 In 1900, looking back, a North Carolina Congressman, highlighted Black participation in local government as the “worst feature” of Reconstruction, because Blacks “filled the offices which the best men of the state had filled. He was sheriff, deputy sheriff, justice of the peace…constable, county commissioner”.12 One Charlestonian admirer of the old regime expressed horror in a letter: “Surely our humiliation has been great when a Black Postmaster is established here at Headquarters and our Gentlemen’s Sons to work under his bidding”.13</p>
<p>This power was exercised over land sales, foreclosures, tax rates, and all civil and minor criminal cases all across the Black Belt. In Mississippi, former slaves had taken control of the Board of Supervisors across the Black Belt and one-third of the Black population lived under the rule of a Black sheriff.</p>
<p>In Beaufort, South Carolina, a center of the Plantation aristocracy, the mayor, police force, and magistrates were all Black by 1873. Bolivar County Mississippi and St. John the Baptist Parish in Louisiana were under total Black control, and Little Rock’s City Council had an on and off Black majority.14</p>
<p>Vicksburg and New Orleans gave Black officers command of white policemen while Tallahassee and Little Rock had Black police chiefs. Sixty Blacks across the South served as militia officers as well. Integrated juries also appeared across the South; one white lawyer said it was the “severest blow” he had ever felt to have to address Blacks as “gentlemen of the jury”.15</p>
<p>In South Carolina, Blacks had a majority of the House of Representatives and controlled its key committees. There was a Black majority in the Senate, the Lt. Governor and Secretary of State were Black throughout Reconstruction, and Blacks served as Land Commissioner, on the Supreme Court, and as Treasurer and Speaker of the House.16 Scottish journalist Robert Somers said the South Carolina statehouse was “a Proletarian Parliament the like of which could not be produced under the widest suffrage in any part of the world”.17</p>
<p>In Mississippi, throughout Reconstruction about 20% of the State Senate was Black as were 35% of the State House of Representatives.18 Two Black men served as Speaker of the House, including Isaac Shadd, a militant abolitionist who helped plan John Brown’s raid on Harpers Ferry. Mississippi sent two men to the U.S. Senate, the only Blacks to serve during Reconstruction in that body. Sixteen Blacks from the South served in the U.S. Congress.</p>
<p>In Louisiana, a Black man was the governor for a brief period and the treasurer and the secretary of education for a much longer time. Florida’s superintendent of education was also Black, along with the Secretary of State.</p>
<p>One Northern observer touring South Carolina summed up the general upending of the social order noting there was “an air of mastery among the colored people.” They further noted that whites were “wholly reserved and reticent”.19</p>
<p>The source of Black power in the South was not simply the passive presence of large Black populations, but their active political organization and mobilization. This took place in a variety of overlapping venues such as the grassroots Republican “Union Leagues,” churches, and masonic networks. Newspapers often served as points of political education and influence as well.</p>
<p>“By the end of 1867, it seemed, virtually every black voter in the South had enrolled in the Union League or some equivalent local political organization…informal self-defense organizations sprang up around the leagues, and reports of blacks drilling with weapons, sometimes under men with self-appointed ‘military titles.’ The local leagues’ multifaceted activities, however, far transcended electoral politics. Often growing out of the institutions blacks had created in 1865 and 1866, they promoted the building of schools and churches and collected funds ‘to see to the sick.’ League members drafted petitions protesting the exclusion of blacks from local juries”.20</p>
<p>In St. Landry Parish in Louisiana, hundreds of former slaves gathered once a week to hear the newspaper read aloud to get informed on the various political issues of the day. In Georgia, it was said that every American Methodist Episcopal (a predominantly Black denomination) Minister was active in Republican organizing (Hiram Revels, Black Senator from Mississippi was an AME minister). Holland Thompson, a Black power-broker in Montgomery, Alabama, used a political base in the Baptist church as a route to the City Council, where he shepherded into being that city’s first public school system.21</p>
<p>All across the South, it was common during Reconstruction for politics to disrupt labor flows. One August in Richmond, Virginia, all of the city’s tobacco factories were closed because so many people in the majority-Black workforce were attending a Republican state convention.22</p>
<p>Blanche K. Bruce’s political career, which would lead to the U.S. Senate, started when he became actively engaged in local Republican political meetings in Mississippi. Ditto for John Lynch, one of the most powerful Black politicians of the Reconstruction era. The New Orleans Tribune was at the center of a radical political movement within the Republican Party that nearly took the governor’s office with a program of radical land reform in 1868.</p>
<p>Alabama, Georgia, and South Carolina all had “labor conventions”—in 1870 and 1871—where farm workers and artisans came together to press for regulating rents and raising minimum wages, among other issues. Union Leagues were often sites of the organization of strikes and other labor activity.</p>
<p>One white Alabamian noted that, “It is the hardest thing in the world to keep a negro away from the polls…that is the one thing he will do, to vote.” A Mississippi plantation manager related that in his part of the state Blacks were “all crazy on politics again…Every tenth negro a candidate for some office.” A report from the 1868 elections in Alabama noted the huge Black turnout: “In defiance of fatigue, hardship, hunger, and threats of employers.” They stood in the midst of a raging storm, most without shoes, for hours to vote.23</p>
<p>Republican politics in the South were viable only due to these Black power bases. The composition of these politics required the rudiments of a popular program and a clear commitment to Black political power, and thus a degree of civil equality and a clear expansion of social equality as well. Reconstruction politics disrupted the ability of the ruling classes to exercise social control over the broad mass of poor laborers and farmers.</p>
<p>Republican politics was a living and fighting refutation of white supremacy, in addition to allowing the working classes access to positions of formal power. However outwardly accommodating to capital, the Reconstruction governments represented an impediment to capital’s unfettered rule in the South and North.</p>
<p><strong>The political economy of Reconstruction</strong></p>
<p>In addition to economic devastation, Reconstruction governments faced the same challenges as any new revolutionary regime in that they were beset on all sides by enemies. First and foremost, the Old Southern aristocratic elite semi-boycotted politics, organized a campaign of vicious terrorism, and used their economic influence in the most malign of ways. Secondly, the ravages of war and political turmoil caused Wall Street, the city of London, and Paris Bourse to turn sour on democracy in the South. On top of that, increasingly influential factions of the Republican Party came to agree that reconstructing the South was shackling the party with a corrupt, radical agenda hostile to prosperity.</p>
<p>The Republican coalition rested on a very thin base. While they had the ironclad support of Black voters, only in South Carolina, Louisiana, and Mississippi did Blacks constitute a majority, and even there, Republicans needed some white support to firmly grasp electoral power.</p>
<p>Most of the white Republican leaders were Northerners, with an overrepresentation of Union army veterans seeking economic opportunity after the war. Most entered politics to aid their own economic interests. These would-be capitalists, lacking the economic resources and social connections, sought a political tie and the patronage that came with it, which could become the basis for fortunes. This created a pull towards moderation on a number of economic and social issues that seeded the ground for Reconstruction’s ultimate defeat.</p>
<p>The Reconstruction governments had one major problem: revenue. Republican leader John Lynch stated as much about the finances of the state of Mississippi: “money was required. There was none in the treasury. There was no cash available even to pay the ordinary expenses of the State government”.24 Reconstruction governments sought to address this issue with taxes, bonds, and capitalist boosterism.</p>
<p>Early Reconstruction governments all operated under the belief that, with the right accommodation, they could revive and expand commerce. In particular, the railroad could open the upcountry to the market and encourage the expansion of various forms of manufacture and mineral extraction. A rising tide would lift all boats, and private capital would provide the investment and employment necessary for the South to prosper. And as such, they showered favors on the railroads in particular:</p>
<p>“Every Southern state extended munificent aid to railroad corporations… either in… direct payments… or in the form of general laws authorizing the states endorsement of railroads bonds… County and local governments subscribed directly to railroad stock… from Mobile, which spent $1 million, to tiny Spartanburg, South Carolina, which appropriated $50,000. Republican legislators also chartered scores of banks and manufacturing companies”.25</p>
<p>In 1871, Mississippi gave away 2 million acres of land to one railway company.26 The year before, Florida chartered the Great Southern Railway Co., using $10 million in public money to get it off the ground.27 State incorporation laws appeared in Southern legal codes for the first time, and governments freely used eminent domain. Their behavior, in the words of one historian, “recapitulated the way Northern law had earlier been transformed to facilitate capitalist development”28.</p>
<p>Many states also passed a range of laws designed to exempt various business enterprises from taxation to further encourage investment. That investment never showed up, to the degree required at least. Diarist George Templeton Strong noted that the South was “the last place” a “Northern or European capitalist would invest a dollar” due to “social discord”.29</p>
<p>As investments went, the South seemed less sure than other American opportunities. There were lucrative investment opportunities in the North and West as the Civil War had sparked a massive industrial boom, creating the careers of robber barons like Andrew Carnegie and John D. Rockefeller.</p>
<p>The South was scarred by war, generally underdeveloped, and politically unstable from the fierce resistance of white supremacy to the rise of Black power. Major financiers were willing to fund cotton production—which was more of a sure thing—and a handful of new industries, but generally felt the South wasn’t much worth the risk. Southern state bonds thus traded at lower values than Northern or Western states, and given the South’s dire economic straits, their supply far outstripped demand for them on the market.</p>
<p>This meant that these investments attracted those “trained in shady finance in Wall St.” whose “business was cheating and manipulation,” and who were “in some cases already discredited in the centers of finance and driven out…of the North and West”.30</p>
<p>The old ruling classes grafted themselves onto the new enterprises, using their history and connections to become the board members and agents of many of the companies. Among other things, this meant the new enterprises were controlled by Democrats, who, while happy to exploit the Reconstruction governments, were doing all they could to undermine them and restore themselves to political power.</p>
<p>The old plantation owners were joined in the new ruling class matrix by the merchants and bankers who arose alongside the expansion of the railroad and of the commercial farming economy outside of the Black Belt.</p>
<p>This new “Bourbon” aristocracy quickly emerged as the main interlocutor with whatever outside investment there was. Economic uncertainty only increased after the Panic of 1873 sent the country into a depression. This made the South an even less attractive investment to outsiders and increased the power and leverage of the Democratic elite, who desired a quick return to total white supremacy and Black subordination.</p>
<p>Republican governments, then, had a choice: they could either turn towards this business class and try to strike an understanding around a vision of the “Gospel of Prosperity,” with some limited Black suffrage, and thus, expanded social rights for the laboring class, or they could base themselves more thoroughly on those same laboring classes, particularly in the Black Belt.</p>
<p>The political power of the elite still rested primarily on their monopoly of landownership and thus effective control over the most profitable industries. Land reform, breaking up the big plantations, and granting the freedman access to tracts of land would fatally undermine that control. It was a shift that would have curtailed the ability of planters to exercise economic coercion over their former slaves in the political realm and would have inserted the freedman more directly into the global economy, thereby marginalizing former planters’ roles as intermediaries with the banks, merchants, and traders. Among other things, this would strengthen Republican rule, crippling the economic and social power most behind their opposition.</p>
<p>Land, was, of course, the key demand of those emerging from slavery. Aaron Bradley, an important Black leader in Savannah, Georgia became known for holding “massive…public meetings” that were described by one scholar as “frequent gatherings of armed rural laborers,” where the issue of land ownership was front and center.31 “Deafening cheers” were heard at a mass meeting in Edgefield County, South Carolina, when a Republican orator laid out a vision where every attendee would acquire a parcel of land.32 In the words of Du Bois, “this land hunger…was continually pushed by all emancipated Negroes and their representatives in every southern state”.33</p>
<p>Despite that, only in South Carolina was land reform taken up in any substantial way. There, under the able leadership of Secretary of State Francis Cardozo, 14,000 Black families, or one-seventh of the Black population, were able to acquire land in just the four years between 1872 and 1876.34</p>
<p>Elsewhere, states eschewed direct financial aid to the freedman in acquiring land and mostly turned to taxation as an indirect method of finance. Cash-strapped planters, unable to make tax payments, would be forced to forfeit their land that would be sold at tax sales where they could be bought by Blacks. Of course, without state aid, most freed people had little access to the necessary capital. In Mississippi, one-fifth of the land in the state was forfeited through tax sales, but ultimately, 95% of that land would end up back with its previous owners.35</p>
<p>Through hard struggle, individuals and small groups of Blacks did make limited footholds into land ownership. In Virginia, Blacks acquired 81-100 thousand acres of land in the 1860s and 70s. In Arkansas in 1875 there were 2,000 Black landowners. By that same year, Blacks in Georgia had obtained 396,658 plots of land worth the equivalent of over $30 million today.36 Ultimately, however, most Blacks were consigned to roles as tenant farmers, farm laborers, or town and city workers. This placed the main base of the Reconstruction governments in a precarious position in which they were susceptible to economic coercion on top of extra-legal terrorism by their political enemies.</p>
<p>The chief advocates of the showering of state aid and the eschewing of land reform was the “moderate” faction of Republicans who tended to gain the upper-hand in the higher and more powerful offices. The fruits of these policies, however, sparked significant struggle over the direction of the Republican cause.</p>
<p>In Louisiana, in the lead-up to the 1868 elections, the Pure Radicals, a grouping centered on the New Orleans Tribune— the first Black daily newspaper—nearly seized the nomination for the governor’s chair on a platform laden with radical content. Their program was for an agriculture composed of large cooperatives; “the planters are no longer needed,” said the Tribune. The paper also editorialized that “we cannot expect complete and perfect freedom for the working men, as long as they remain the tools of capital and are deprived of the legitimate product of the sweat of their brow”.37</p>
<p>As mentioned, several states had “labor conventions.” The South Carolina convention passed resolutions endorsing a nine-hour day and proportional representation for workers on juries, among other things. The Alabama and Georgia conventions established labor unions, which embraced union league organizers across both states, and engaged in a sporadic series of agricultural labor strikes. Ultimately, most of these resolutions would never pass the state legislature.</p>
<p>Nonetheless, they certainly give a sense of the radicalism in the Republican base. This is further indicated by Aaron Logan, a member of the South Carolina House, and a former slave, who in 1871 introduced a bill that would regulate profits and allow workers to vote on what wages their bosses would pay them. The bill was too controversial to even make it to a vote. But, again, it’s deeply indicative of the mood among Black voters since Logan represented the commercial center of Charleston. Logan, it should also be noted, came on the scene politically when he led a mass demonstration of 1,000 Black workers, demanding the right to take time off from work to vote, without a deduction in wages, and he ended up briefly imprisoned at this action after arguing for Black gun ownership. 38</p>
<p>On the one hand, this resulted in even the more moderate factions of the Republican coalition broadly to support Black officeholding. Additionally, the unlimited largess being showered on corporations was curtailed by 1871.</p>
<p>On the other hand, the Reconstruction governments were now something of a halfway house, with their leaders more politically conservative and conciliationist than their base. They pledged to expand state services and to protect many profitable industries from taxes. They were vigilant in protecting the farmer’s axe and sow while letting the usurer establish debt claims on his whole crop. They catered to—but didn’t really represent—the basic, and antagonistic, interests in Southern society. And it was on this basis that the propertied classes would launch their counter-offensive.</p>
<p><strong>Counter-revolution and property</strong></p>
<p>The Civil War had introduced powerful new forces into the land:</p>
<p>After the war, industry in the North found itself with a vast organization for production, new supplies of raw material, a growing transportation system on land and water, and a new technical knowledge of processes. All this…tremendously stimulated the production of good and available services…an almost unprecedented scramble for this new power, new wealth, and new income ensued…It threatened the orderly processes of production as well as government and morals…governments…paid…the cost of the railroads and handed them over to…corporations for their own profit. An empire of rich land…had been…given to investors and land speculators. All of the…coal, oil, copper, gold and iron had been given away…made the monopolized basis of private fortunes with perpetual power to tax labor for the right to live and work.39</p>
<p>One major result was the creation of vast political machines that ran into the thousands of employees through patronage posts that had grown in size as the range of government responsibilities and regulations grew along with the economy. It created a large grey area between corruption and extortion. The buying of services, contracts, and so on was routine, as was the exploitation of government offices to compel the wealthy to come forth with bribes.</p>
<p>This started to create something of a backlash among the more well-to-do in the Republican coalition. Many of the significantly larger new “middle classes” operating in the “professions” began to feel that the government was ignoring the new “financial sciences” that prescribed free trade, the gold standard, and limited government. They argued that the country was being poorly run because of the political baronies created through patronage, which caused politicians to cater to the whims of the propertyless. These “liberals,” as they became known in Republican circles, increasingly favored legislation that would limit the franchise to those of “property and education” and that would limit the role of government in the affairs of businesses or the rights of workers.</p>
<p>This, of course, was in line with the influence of the rising manufacturing capitalists in the Republican Party, and became a point of convergence between “moderate” Republicans and Democrats. That the Democratic Party was part of this convergence was ironic as it postured as the party of white workers, although in reality they were just as controlled by the wealthy interests, particularly on Wall Street, as their opponents.</p>
<p>Reconstruction in general, and in South Carolina in particular, became central to the propaganda of all three elements. The base of Reconstruction was clearly the Black poor and laboring masses of the South, who voted overwhelmingly for Grant and whose governments were caricatured as hopelessly corrupt. On top of all that, they were willing to raise taxes on the wealthy to pay for public goods for everyone else.</p>
<p>It made the Reconstruction governments the perfect scapegoats for those looking to restrict the ballot of the popular classes in the service of the rights of property. Taxes, corruption, and racism were intertwined in a powerful campaign by the wealthy—in the clothing of the Democratic Party—to dislodge Republican rule.</p>
<p>Increases in taxation were as practical as they were ideological. The Reconstruction states had only debts and no cash. In order to attract more investment, early Republican governments didn’t dare repudiate the debt racked up by the rebels. The failure to ignite an economic boom and the lackluster demand for Southern bonds left increasing taxes as the only realistic means to increase revenue to cover an expanded role for public services.</p>
<p>The antebellum tax system had been very easy on the planters. Republicans relied on general property taxes that were increased more or less across the board. In particular, the wealthiest found their wealth—in land, stocks, and bonds—taxed, often for the first time. Their wealth was certainly taxed for the first time at their real value, since planters lost the power to assess their own property.</p>
<p>The planters, the bankers, and the merchants, or the “men of wealth, virtue and intelligence” in their own minds, organized a vicious propaganda war against higher taxes. They went so far as to organize conventions in the mid-1870s to plead their weak case. South Carolina’s convention, which included 11 Confederate Generals, put the blame for the tax “burden” squarely on the fact that “nine-tenths of the members of the legislature own no property”.40</p>
<p>Their critique wasn’t just over tax rates, but what they were being spent on. They depicted the Reconstruction governments as corrupt and spendthrift. These were governments run foolishly by inferior races, which were, in their world, dangerous because they legislated for the common man.</p>
<p>They also linked Reconstruction to communism. In the wake of the war, working-class organization intensified. Only three national unions existed at the end of the war, while five years later there were 21. Strikes became a regular feature of life.41 Their regularity was such that the influential magazine Scribner’s Monthly lamented that labor had come under the sway of the “senseless cry against the despotism of capital”.42 In New Orleans, the white elite feared Louisiana’s Constitutional Convention in 1867 was likely to be dominated by a policy of “pure agrarianism,” that is, attacks on property.43</p>
<p>The unease of the leading classes with the radical agitation among the newly organized laborers and the radical wing of the Reconstruction coalitions was only heightened by the Paris Commune in 1871. For a brief moment, the working people of Paris grasped the future and established their own rule, displacing the propertied classes. It was an act that scandalized ruling classes around the world and, in the U.S., raised fears of the downtrodden seizing power.</p>
<p>The Great Chicago Fire was held out to be a plot by workers to burn down cities. The Philadelphia Inquirer warned its readers to fear the communist First International, which was planning a war on America’s landed aristocracy. Horace White, editor of the Chicago Tribune, who’d traveled with Lincoln during his infamous debates with Douglas, denounced labor organizations as waging a “communistic war upon vested rights and property.” The Nation explicitly linked the northern labor radicals with the Southern freedman representing a dangerous new “proletariat”.44</p>
<p>August Belmont, Chairman of the Democratic National Convention, and agent for the Rothschild banking empire, remarked in a letter that Republicans were making political hay out of Democratic appeals to workers, accusing them of harboring “revolutionary intentions”.45</p>
<p>The liberal Republicans opened up a particular front against the Reconstruction governments, with a massively disorienting effect on Republican politics nationwide. Among the ranks of the liberals were many who had been made famous by their anti-slavery zeal, including Horace Greeley and his southern correspondent, former radical Republican James Pike. The duo turned the New York Tribune from a center of radicalism into a sewer of elitist racism. They derided Blacks as lazy, ignorant, and corrupt, describing South Carolina as being victimized by “disaffected workers, who believed in class conflict”.46 Reporting on the South Carolina taxpayer convention, Greeley told his audience that the planters were menaced by taxes “by the ignorant class, which only yesterday hoed the fields and served in the kitchen”.47</p>
<p>Greeley also served as a cipher for Confederate Secretary of State Robert Toombs, who observed that “reading and writing did not fit a man for voting. The Paris mob were intelligent, but they were the most dangerous class in the world.” He stated further that the real possibility of poor whites and Blacks uniting was his real fear in that they would “attack the interests of the landed proprietors”.48</p>
<p>The liberal Republicans were unable to capture the zeitgeist in the 1872 election. Former Union General and incumbent President Ulysses S. Grant and his campaign managers positioned their campaign as the true campaign of the working man. Nominating Henry Wilson, “The Shoemaker of Natick,” former indentured servant, and “friend of labor and the Negro,” as Vice-President. They famously waved the “bloody shirt,” reminding Northern workers and farmers what they had fought for and linking their opponents to a return of the Slave Power.</p>
<p>However, their challenge scrambled Republican politics and Grant quickly sought to conciliate his opponents by backing away from enforcing the rights of the freedman with force and doling out patronage and pardons to all manner of rebels, traitors, and terrorists. In 1874, Democrats swept the midterm elections, further entrenching the consolidation of the political power of capital. So emboldened, the 1875 elections devolved into an orgy of violence and fraud. Black Republican leader John Lynch noted that “Nearly all Democratic clubs in the State were converted into armed military companies”.49</p>
<p>In Yazoo County, Mississippi, a Republican meeting was broken up by armed whites who killed a state legislator. In Clinton, Mississippi, 30 Black people were murdered when bands of white vigilantes roamed the countryside.50 As one historian details:</p>
<p>“What we have to deal with here is not a local or episodic movement but a South-wide revolution against duly constitute state governments…the old planters as well as the rising class of bankers, merchants, and lawyers…decided to use any and every means…they drew up coordinated plans and designated targets and objectives. Funds for guns and cannons were solicited from leading planters”.51</p>
<p>That same historian estimates that “thousands” were killed in this brutal campaign.52</p>
<p>John Lynch, the Black Republican leader from Mississippi, related that, when he asked President Grant in the winter of 1875 why he had not sent more assistance to loyal Republicans besieged by terrorists in Mississippi, Grant replied that to have done so would have guaranteed a Republican loss in Ohio. This is as clear a sign as any of the shifting sands of Republican politics.</p>
<p>Black Power in the South had become an obstacle to the elites in both parties. It was the only area of the country where the “free ballot” was bound to lead workers holding some of the levers of power. Black suffrage meant a bloc in Congress in favor of placing social obligations on capital, a curtailment of white supremacy, and bitter opposition to property qualifications in voting. The very fact that opposition to Reconstruction was cast in “class” terms, against the political program of the freedman as much as the freedman themselves, speaks to these fears.</p>
<p>A solid (or even not so solid) Republican South was an ally to political forces aggrieved by the “despotism of capital” around the country. A solid white supremacist South was (and is) a bastion for the most reactionary policies and allies of policies of untrammeled profit making, which is, as we have shown, the direction in which the ruling classes were traveling. Thus, Reconstruction had to die.</p>
<p><strong>The final charge</strong></p>
<p>It was not until after…that white labor in the South began to realize that they had lost a great opportunity, that when they united to disenfranchise the Black laborer they had cut the voting power of the laboring class in two. White labor in the populist movement…tried to realign economic warfare in the South and bring workers of all colors into united opposition to the employer. But they found that the power which they had put in the hands of the employers in 1876 so dominated political life that free and honest expression of public will at the ballot-box was impossible in the South, even for white men. They realized it was not simply the Negro who had been disenfranchised…it was the white laborer as well. The South had since become one of the greatest centers for labor exploitation in the world.53 -W.E.B. Du Bois, Black Reconstruction in America</p>
<p>While Reconstruction was destroyed in the service of the ruling classes, its defeat could not have taken place without the acquiescence and assistance of the popular classes among the white population as well. In the South, in particular, the role of the “upcountry small farmer” was essential.</p>
<p>During the war, these yeomen farmers had coined the phrase “rich man’s war, poor man’s fight.” At first, there was some fear, and some electoral evidence, that poor whites and the newly freed slaves might make an alliance of sorts. Instead, the rift between them widened. The hierarchy constructed of white supremacy relied on inculcating racial superiority in many ways, one of them being the idea of “independence” that made white small farmers “superior” to slaves. They were poor, but at least they were masters of their own patch of land.</p>
<p>The coming of the railroad changed all of this drastically. The railroad opened up the upcountry to the world economy. While it initially seemed like an opportunity, it was, in fact, a curse. Many small farmers dove into cotton production, the one thing financiers were eager to fund. They quickly found, however, that the cost of transporting and marketing their goods, in addition to the costs of inputs from merchants, made success very difficult, and made it almost certain they would have to resort to credit. The rates of usury were, however, allowed to go high enough that a majority of these small farmers became trapped in webs of debt.</p>
<p>The only way to keep going was to offer one’s crop as security for loans, ahead of time—the so-called “crop-lien.” From masters of their own realm, these farmers had now become slaves to debt, losing all real control of their destiny and farming to avoid eviction rather than to make any money.</p>
<p>This reality increased resentment at Reconstruction governments, and, given their dire financial situation, created another base of support for those trying to make an issue out of higher taxes. This ultimately helped solidify white opposition to Republican rule behind the planters and their Democratic Party.</p>
<p>As the 1870s turned into the 1880s, this consensus started to crack. The depression unleashed in the Panic of 1873 led to a breakdown of the two-party system as the two parties consolidated their views on how to move the country forward at the expense of workers and farmers. A variety of movements started to emerge, particularly strong in the West, opposing various aspects of the new consensus.</p>
<p>In the 1880s, the movement started to strengthen itself through a series of “Farmers Alliances” that spread like wildfire across the country. The alliances not only advocated and agitated for things like railroad regulation and more equitable farming arrangements, but also organized their own cooperatives and attempts to break free of the unjust state of affairs to which they were subject. The alliances were also major sites of political education where newspapers and meetings helped define and disseminate the economic realities of capitalism and exactly why these farmers were facing so much exploitation.</p>
<p>A Black alliance, the Colored Farmers Alliance, also grew rapidly, ultimately embracing millions of Black farmers. Black farmers, likewise, were getting the short-end of the stick in terms of the results of Reconstruction-era land policies. Despite being shut out of land ownership, Black farmers were highly resistant to returning to the plantations as farm laborers. This led to a rise in tenancy where Black farmers rented the land and took on the production of the crops for a share of the crop that they could sell, or what is called “sharecropping.”</p>
<p>Similar to white farmers in the upcountry, however, this system turned viciously against them. The costs of credit to carry out various farming activities or to cover the cost of goods in the offseason meant that they too, quickly and easily became ensnared by debt. This started to create intriguing political opportunities in the South. Disaffected white farmers started to become interested in the third-party movements representing popular discontent, particularly the Greenback-Labor Party.</p>
<p>The Greenbackers embraced much of the agrarian reform ideas favored by farmers, and added in support for an income tax, the free ballot, and the eight-hour day for workers. In Mississippi, Texas, and Alabama, the Greenback movement found some shallow roots with white farmers who, recognizing the political situation, understood their only possible ally could be Blacks.</p>
<p>Black politics, while in retreat, had not disappeared. The Colored Farmers Alliance was rooted in the same networks of religion, fraternal organization, and grassroots Republican political mobilization that had formed during Reconstruction. It was thus more politically inclined than the Southern Farmers Alliance of whites, which remained tied to the Democratic Party and its white supremacist policies.</p>
<p>Nonetheless, a growing number of Blacks seeking political opportunity sought to embrace the Greenback movement through a process known as “fusion.” This meant Republicans running joint candidates or slates with third parties in order to maximize their voting power and take down the Democrats. This led to somewhat of a “second act” of Reconstruction. The Colored Farmers Alliance played a key role in the early 1890s in pushing the alliances to launch the Populist Party, turning the incipient potential of the Greenback Party into a serious political insurgency, but one which couldn’t be truly national without a Southern component. Populism united the agrarian unrest of the West and South against the “money power” of the Wall Street banks.</p>
<p>Populists championed public ownership of the largest corporations of the time—the railroads—as well as the communications apparatus of the country. In addition, they advocated an agricultural plan known as the “sub-treasury system” to replace the big banks in providing credit to the farmers as well as empowering cooperatives rather than private corporations to store and market goods. All of these were ingredients to break small farmers out of a cycle of debt.</p>
<p>They also advocated for a shorter working day and a graduated income tax and sought to link together the demands of urban workers and those living in rural areas, saying in their preamble: “Wealth belongs to him who creates it, and every dollar taken from industry without an equivalent is robbery. ”If any will not work, neither shall he eat.” The interests of rural and civil labor are the same; their enemies are identical”.54 This turned the People’s Party into a real challenge to the ruling class on a national scale, one particularly potent in Georgia, North Carolina, and Alabama on the Southern front:</p>
<p>“The People’s (Populist) Party presidential candidate James B. Weaver received over one million votes in 1892 (approximately nine percent of the vote), winning 22 electoral votes (albeit, mostly in the West); in North Carolina, a Populist-Republican alliance took over the state legislature in 1894; Populists and their allies sat in Congress, governor’s offices, and held dozens of local offices over the next two years; and scores of Black and white People’s Party chapters had been established across the region”.55</p>
<p>This success would evoke a wave of terrorist violence against Populists and the Black community writ large that rivaled Reconstruction times and that, in terms of outright election fraud, exceeded it, which can be viewed clearly through the example of North Carolina, and Wilmington, in particular.</p>
<p>The 1892 election, the first time out for the Populists, opened up a new lane of cooperation. White Populists openly appealed for Black votes. “In addition to voting the ticket, blacks sometimes…took roles in county organizations and in mobilizing black voters. Some counties [even] placed blacks on ballots, and blacks were present at Populist rallies and in local Populist nominating conventions”56. In Raleigh, Blacks campaigned on horseback and on mule with the Presidential candidate James Weaver as well.57 The results reflected the campaign: “African Americans voted “en masse” for the People’s Party in 1892 in the first and second districts of the eastern part of the state, where the majority of black counties were. Black voters in both Hyde and Wilson counties, for instance, gave near unanimous support to the third party ticket”.58</p>
<p>Over the next two years Populists, Black and white, worked with Republicans, Black and white, to hammer out a fusion agreement for the 1894 state elections. This was despite fairly significant differences, such as the rise of Black populism, for instance, which heralded a rise in class differences within the Black community. Nonetheless, they found common ground and swept the elections:</p>
<p>“Among other changes, the elected Republican-Populist majority revised and simplified election laws, making it easier for African Americans to vote; they restored the popular election of state and county officials, dismantling the appointive system used by Democrats to keep black candidates out of office; and the fusion coalition also reversed discriminatory “stock laws” (that required fencing off land) that made it harder for small farmers to compete against large landowners. The reform of election and county government laws, in particular, undermined planter authority and limited their control of the predominantly black eastern counties”.59</p>
<p>The Fusion coalition also championed issues like “public funding for education, legislation banning the convict-lease system, the criminalization of lynching”.60 The Fusion government also restricted interest rates to address the massive debts being incurred by farmers and sharecroppers. Most notably, the Fusion governments stood up to the powerful railroad interests and their Northern backers like JP Morgan.</p>
<p>The port city of Wilmington was an important Republican stronghold and had to be neutralized for Democrats to break through the Fusion hold on the state. In 1897, Democrats started a vicious campaign of white supremacy, forming clubs and militias that would become known as “Red Shirts,” along with a media offensive.</p>
<p>As the Charlotte Observer would later state, it was the “bank men, the mill men, and businessmen in general,” who were behind this campaign.61 One major theme of the campaign was a particular focus on Black men supposedly “preying” on white women and girls. Physical violence and armed intimidation were used to discourage Blacks or Republicans and Populists of any color from voting.</p>
<p>As the election drew closer, Democrats made tens of thousands of copies of an editorial by Alex Manley, the Black editor of the Daily Record newspaper. Manley, an important civic leader in Wilmington had written the editorial in response to calls for increased lynchings against Blacks to stop interracial relationships. Manley argued that white women who sought out relations with Black men often used rape allegations to cover their tracks or end a dalliance.</p>
<p>While undoubtedly true, it raised the ire of white supremacists to the highest of pitches. On election day, most Blacks and Republicans chose not to vote as Red Shirt mobs were roaming the streets and had established checkpoints all over the city. Unsurprisingly, the Democrats won.</p>
<p>Unwilling to wait until their term of office began, some of the newly elected white officials and businesspeople decided to mount a coup and force out Black lawmakers right then and there. Hundreds, perhaps thousands of whites, marauded through the streets, attacking Black businesses and property and killing more than 300 Black people in the process. They forced the Republican mayor, along with all city commissioners, to resign at gunpoint. They banished them from the city, leading them in front of a mob that assaulted them before putting them on a train out of town. At least 2,000 Black residents fled, leaving most of what they owned behind.</p>
<p>The Wilmington massacre destroyed the Fusion coalition. All over the state, fraud and violence had been used against the Fusionists to no avail, but, as evidenced by the example of Wilmington, there was little chance of rebuilding ties of solidarity.</p>
<p>The same can be said for the populist period more generally. While Populists certainly have a mixed record, at best, when it came to racism in the general sense, it’s undeniable that the Populist upsurge opened up new political space for Blacks that had been shut-off by the two major parties. Further, it did so in a manner that was ideological much more commensurate with the unrealized desires of Republican rule.</p>
<p>So, in North Carolina and all across the South, Populists were crushed in an orgy of violence and fraud. Racism was a powerful motivating factor in Southern politics across this entire period. This racism, however, did not stop large numbers of whites from entering into a political alliance with Blacks. The anti-Populist violence has to be seen in this context as a counterweight against the pull of self-interest in the economic field.</p>
<p><strong>Toward a third Reconstruction</strong></p>
<p>Reconstruction looms large in our current landscape because so much of its promise remains unrealized. The Second Reconstruction, better known as “the sixties,” took the country some of the way there, particularly concerning civil equality. It reaffirmed an agenda of placing social claims on capital. It also, however, revealed the limits of the capitalist system, showing how easily the most basic reforms can be rolled back. This was a lesson also taught by the first Reconstruction.</p>
<p>The history of Reconstruction also helps us to understand the centrality of Black Liberation to social revolution. The dispossession of Blacks from social and civic life was not just ideologically but politically foundational to capitalism in the U.S. The Solid South, dependent on racism, has played and continues to play a crucial role as a conservative influence bloc in favor of capital.</p>
<p>Reconstruction also gives us insight into the related issue of why Black political mobilization, even in fairly mundane forms, is met with such hostility. The very nature of Black oppression has created what is essentially a proletarian nation which denounces racism not in the abstract, but in relationship to its actual effects. Unsurprisingly, then, Black Liberation politics has always brought forward a broad social vision to correct policies, not attitudes, which is precisely the danger since these policies are not incidental, but intrinsic, to capitalism.</p>
<p>In sum, Reconstruction points us towards an understanding that “freedom” and “liberation” are bound up with addressing the limitations that profit over people puts on any definition of those concepts. It helps us understand the central role of “white solidarity” in promoting capitalist class power. Neither racism nor capitalism can be overcome without a revolutionary struggle that presents a socialist framework.</p>

<p>Successful strategic thinking starts with gaining knowledge, in particular gaining adequate knowledge of the big picture, of all the political and economic forces involved (Sun Tzu&#8217;s Earth) and what they are thinking, about themselves and others, at any given time. (Sun Tzu&#8217;s Heaven). It&#8217;s not a one-shot deal. Since both Heaven and Earth are always changing, strategic thinking must always be kept up to date, reassessed and revised.</p>
<p>This statement above was part of the opening to a widely circulated article I wrote four times now, about two, four, six, and eight years ago. With the upcoming November 2022 elections, it&#8217;s time to take my own advice again and do another update. The electoral strategic terrain is constantly changing, and we don&#8217;t want to be stuck with old maps and faulty models.</p>
<p>In the earlier versions, I suggested setting aside the traditional &#8216;two-party system&#8217; frame, which obscures far more than it reveals, and making use of a &#8216;six-party&#8217; model instead. I suggested that the new hypothesis had far more explanatory power regarding the events unfolding before us. I still like this hypothesis.</p>
<p>Some critics have objected to my use of the term &#8216;party&#8217; for factional or interest group clusters. The point is taken, but I would also argue that U.S. major parties, in general, are not ideological parties in the European sense. Instead, they are constantly changing coalitions of these clusters with no firm commitment to program or discipline. So I will continue to use &#8216;parties,&#8217; but with the objection noted. You can substitute &#8216;factions&#8217; if you like. Or find us a better term.</p>
<p>For the most part, the strategic picture still holds. The &#8216;six parties&#8217;, under two tents, were first labeled as the Tea Party and the Multinationalists under the GOP tent, and the Blue Dogs, the Third Way New Democrats, the Old New Dealers, and the Congressional Progressive Caucus, under the Democratic tent. We had three &#8216;parties&#8217; under each tent in the second and following versions.</p>
<p>There are still a few minor players outside of either tent—the Green Party campaigns in California, Kshama Sawant&#8217;s ongoing battles in the Seattle City Council, the local independent candidates of the Richmond Alliance, and a few more. They might be pretty important in local areas, but still lack the weight to be featured in this analysis.</p>
<p>But let&#8217;s move to the central terrain.</p>
<p>First and most essential for us on the left now is Biden&#8217;s victory over Trump alongside the persistent clout of Senator Bernie Sanders, who keeps showing far more strength than imagined. Today we would also certainly add the gains made by Alexandra Ocasio Cortez (D-NY) and the growth of &#8216;the Squad.&#8217; Other progressives wins in Congress and DSA gains in several state legislatures are also noteworthy.</p>
<p>But here&#8217;s the danger. Biden&#8217;s won by a clear margin, but Trump also gained in total votes over his past numbers. This is dangerous and too close for comfort. Given a 50/50 Senate and a narrow margin in the House, Biden has to govern, as best as he can, alongside the continuing power of Trump and rightwing populism. Moreover, the right includes the full integration of Trump&#8217;s forces into the GOP national and state apparatus and Trump&#8217;s now overt alliances with growing fascist militias and related groups</p>
<p>Trump&#8217;s still refuses to accept his defeat by more than 7 million votes. Acceptance of this &#8216;Big Steal,&#8217; transformed into a &#8216;Big Lie,&#8217; is now a loyalty test throughout the Republican party, from top to bottom. Moreover, we all witnessed Trump&#8217;s attempted coup on Jan. 6, 2021, complete with an insurrectionary assault on the Capitol. Hundreds are now sitting in jail and their trials are underway. . The number of Oath Keepers and Proud Boys on trial is a case in point. More importantly, the House Committee on Jan. 6 is starting its public hearings, which promises to be a powerful media exposure.</p>
<p>Therefore, what has moved from the margins to the center of political discourse is the question of a clear and present danger of fascism. Far from an ongoing abstract debate, we are now watching its hidden elements come to light every day in the media. We also see the ongoing machinations in the GOP hierarchy and in state legislatures reshaping election laws in their favor. Now, the question is not whether a fascist danger exists, but how to fight and defeat it.</p>
<p>The outcomes for Biden and Trump, then, challenge, narrow, and weaken the old dominant neoliberal hegemony from different directions. For decades, the ruling bloc had spanned both the GOP transnationals and those transnational globalists in the Third Way Democrats. Now neoliberalism is largely exhausted. This is a major change, opening the terrain for new bids for policy dominance. Team Biden is groping for a yet-to-be-fully -defined LBJ 2.0, largely making major investments in physical and social infrastructure, like universal child care or free community college. Weirdly, the GOP claims to stand for nothing, save fealty, Mafia-style, to Trump. Behind that smokescreen are the politics of fascism and a neo-confederacy.</p>
<p>But the GOP still has three parties. Back in 2016, <em>Politico</em> had characterized them this way: &#8220;After the Iowa caucuses&#8221; the GOP emerged &#8220;with three front-runners who are, respectively, a proto-fascist, [Trump] a Christian theocrat [Cruz] and an Ayn Rand neoliberal [Rubio] who wants to privatize all aspects of public life while simultaneously waging war on the poor and working classes.&#8221;</p>
<p>&nbsp;</p>
<p>So here&#8217;s the new snapshot of the range of forces for today (including a graphic map above).</p>
<p>Under the Dem tent, the three main groups remain as the Blue Dogs, the Third Way Centrists and the Rainbow Social Democrats. Although small, the Blue Dogs persist, especially given their partnership with West Virginia&#8217;s Joe Manchin in the Senate. With Biden in the White House, the Third Way group keeps and grows its major clout and keeps most of its African American, feminist and labor allies. The Sanders Social Democratic bloc has gained strength, especially with the growing popularity of Alexandria Ocasio-Cortez and the growth of &#8216;The Squad. &#8216;Sanders has also formed and kept a progressive-center unity against Trump and has helped define &#8216;Build Back Better&#8217; and other Biden reform packages.</p>
<p>The changes under the GOP tent have been radical, although keeping its three parties. The &#8216;Never Trumpers&#8217;, despite voting for Biden, have yet to split off entirely. In fact, despite the efforts to purge her, Liz Cheney of Wyoming continues fighting fiercely against Trump and his fascist measures and minions. The Jan. 6 insurrection also brought to the surface the tensions between the Christian nationalists headed by former Vice President Mike Pence and Trump&#8217;s rightwing populists. Apart from tactics, a key difference between the two is Koch money and its institutional power. The Koch brothers never liked or trusted Trump, and never funded him directly, pouring their millions into the Christian Nationalist bloc instead.</p>
<p>Trump still has a tight grip on the entire party, but without his White House power, the number of his GOP critics is on the rise. Daily. Trump has denounced all rivals from these two groupings, and is building his alliances with the Jan. 6 insurrectionist supporters in state legislatures. The goal is new anti-voter laws to control those counting the votes and defining the districts in the years ahead.</p>
<p>Let&#8217;s now look closer, starting from the left upper corner of the map:</p>
<p><strong>The Rightwing Populists</strong></p>
<p>This &#8216;party&#8217;, as mentioned, has taken over the GOP and is now tightening its grip. Trump was originally an &#8216;outlier elite&#8217; with his own bankroll but now supplemented with funds from Russian oligarchs and Arab oil fortunes (See <em>&#8216;Proof of Conspiracy &#8216;</em>by Seth Abhramson). He is also still directly connected to the Robert Mercer family fortune, the 4th ranking billionaire funding rightwing causes. For example, the Mercers keep Breitbart News afloat and funded the career of Steve Bannon, former Trump &#8216;strategist&#8217; that took him to victory in the last stretch. Along with Breitbart, Fox News is the main hourly mouthpiece for Trump&#8217;s war against the mainstream &#8216;fake news&#8217; mass media. There are dozens of smaller outfits, but with millons of followers</p>
<p>Trump is also pulling in some new wealth. One example is Julia Jenkins Fancelli, an heiress to the fortune of the popular Publix supermarket chain. Alternet reports others: &#8220;One example is Dan and Farris Wilks, two billionaire siblings who have worked in the fracking industry in Texas and have &#8220;given a combined $100,000 toward the president&#8217;s reelection.&#8221; The Wilkes Brothers supported Sen. Ted Cruz over Trump in the 2016 GOP presidential primary but are supporting Trump in 2020.&#8221;</p>
<p>But major events reveal some fault lines. The House has now impeached Trump twice, once following the Jan. 6 events and earlier in 2019. The Senate followed up by acquitting him in both cases. In Trump&#8217;s second impeachment, 10 GOPers in the House and seven in the Senate votes against him. This is as good of an indictor as any of the remaining small but persistent strength of &#8216;regular&#8217; Republicans in their own party.</p>
<p>The impeachment efforts, worthy in their own right, were also a major result of Trump&#8217;s fierce ongoing political warfare against the &#8216;Deep State.&#8217; The battle is actually a contest for a new &#8216;America First&#8217; white nationalist hegemony against the old neoliberal globalists under both tents. The &#8216;Deep State&#8217; is the federal civil service and includes the &#8216;Intelligence Community,&#8217; with a long list of Trump-targeted CIA and FBI leaders, supposedly corrupt, of which FBI director James Comey was the first to be purged. The real &#8216;corruption&#8217; was their refusal to pledge loyalty to Trump personally, again like an old-style Mafia boss.</p>
<p>In the first impeachment vote in Feb. 2020, the sole breakaway vote was Mitt Romney on Article One. Romney, with considerable wealth himself, is also a Mormon bishop, and his LDS church recently listed holdings of over $37 billion with the SEC. This is a factor in Romney&#8217;s ability to stand alone. At the moment, however, the much-weakened GOP&#8217;s old Establishment is left with the choice of surrender, or crossing over to the Third Way bloc under the Dem tent. A good number already did so to vote for Biden in the Dem 2020 primary and general, expanding the Dem electorate to the right.</p>
<p>Trump now needs even more to shore up an alliance with the Blue Dogs. But it remains tactical, stemming from his appeals to &#8216;Rust Belt&#8217; Democrats and some unions on trade and tariff issues, plus white identity resentment politics. The economic core of rightwing populism remains anti-global &#8216;producerism&#8217; vs &#8216;parasitism&#8217;. Employed workers, business owners, real estate developers, small bankers are all &#8216;producers&#8217;. They oppose &#8216;parasite&#8217; groups above and below, but mainly those below them—the unemployed (Get a Job! as an epithet), the immigrants, poor people of color, Muslims, and &#8216;the Other&#8217; generally. When they attack those above, the target is usually George Soros, a Jew.</p>
<p>Recall that Trump entered politics by declaring Obama to be an illegal alien and an illegitimate officeholder (a parasite above), but quickly shifted to Mexicans and Muslims and anyone associated with &#8216;Black Lives Matter.&#8217; This aimed to pull out the fascist and white supremacist groups of the &#8216;Alt Right&#8217;–using Breitbart and worse to widen their circles, bringing them closer to Trump&#8217;s core. With these fascists as ready reserves, Trump reached farther into Blue Dog territory, and its better-off workers, retirees, and business owners conflicted with white identity issues—immigration, Islamophobia, misogyny, and more. Today they still largely make up the audience at his mass rallies.</p>
<p>Trump&#8217;s outlook is not new. It has deep roots in American history, from the anti-Indian ethnic cleansing of President Andrew Jackson to the nativism of the Know-Nothings, to the nullification theories of Joh C. Calhoun, to the lynch terror of the KKK, to the anti-elitism and segregation of George Wallace and the Dixiecrats. Internationally, Trump combines aggressive jingoism, threats of trade wars, and an isolationist &#8216;economic nationalism&#8217; aimed at getting others abroad to fight your battles for you. At the same time, your team picks up the loot (&#8216;we should have seized and kept the oil!&#8217;).</p>
<p>Trump&#8217;s GOP still contains his internal weaknesses: the volatile support of distressed white workers and small producers. At present, they are still forming a key social base. But the problem is that Trump did not implement any substantive programs apart from tax cuts. These mainly benefited the top 10% and created an unstable class contradiction in his operation. Moreover, apart from supporting heavy vaccine research, his inability to deal adequately with the coronavirus emergency&#8211; over 900,000 dead—is is still undermining the confidence of some of his base. Most of what Trump has paid out is what WEB Dubois called the &#8216;psychological wage&#8217; of &#8216;whiteness&#8217;, a dubious status position. Thus white supremacist demagogy and misogyny will also continue to unite a wide array of all nationalities of color and many women and youth against him.</p>
<p>Trump&#8217;s religious ignorance, sexual assaults and a porn star scandal always pained his alliance with the Christian Nationalist faction: (Mike Pence, Betsy DeVos, et. al.), and the DeVos family (Amway fortune). They were willing to go along with it for the sake of judicial appointments, with the 5-4 Supreme Court ruling against Black voters in Alabama only one major achievement. The alliance, nonetheless, has become more frayed since Jan. 6 and the ‘Hang Mike Pence’ spectacle.  But some stalwarts stood fast. The billionaire donor to the GOP right, Devos&#8217;s brother Erik Prince is a case in point. He amassed billions from his Blackwater/Xe firms that train thousands of mercenaries, These forces serve as &#8216;private contractors&#8217; for U.S. armed intervention anywhere. Prinz is now reportedly preparing to spend a few million sending spies and other disruptors into &#8216;liberal groups&#8217; to do dirty work in Trump’s favor.</p>
<p><strong>The Christian Nationalists</strong></p>
<p>This &#8216;party&#8217; grew from a subset of the former Tea Party bloc. It&#8217;s made up of several Christian rightist trends developed over decades, which gained more coherence under Vice President Mike Pence. It includes conservative evangelicals seeking to recast a patriarchal and racist John Wayne into a new warrior version of Jesus. It was strengthened for a period by the  addition of William Barr as the Attorney General, He brought <em>Opus Dei</em> and the Catholic far-right, a minority with the American Catholic Church, closer to the White house. But seeing that Trump was about to go beyond the law in trying to overturn the 2020 election, Barr jumped ship and resigned just in time</p>
<p>A good number of Christian nationalists, however, are the Protestant theocracy-minded fundamentalists, especially the &#8216;Dominionist’ sects in which Ted Cruz’s father was active. They present themselves as the only true, ‘values-centered’ (Biblical) conservatives. They argue against any kind of compromise with the globalist ‘liberal-socialist bloc’, which ranges, in their view, from the GOP’s Mitt Romney to Bernie Sanders. They are more akin to classical liberalism than neoliberalism in economic policy. This means abandoning nearly all regulations, much of the safety net, overturning Roe v. Wade, getting rid of marriage equality (in the name of ‘religious liberty’) and abolishing the IRS and any progressive taxation in favor of a single flat tax. <em>Salon</em> in April 2018 reported:</p>
<p>“This rightwing Christian movement is fundamentally anti-democratic. Their ‘prayer warriors’ do not believe that secular laws apply to them, thus making it acceptable, if not honorable, to deceive non-believers in order to do God’s work. Many evangelicals in the Christian nationalist or ‘dominionist’ wing of the movement want the United States to be a theocracy. In some ways, this subset of the evangelical population resembles an American-style Taliban or ISIS, restrained (so far) only by the Constitution.”</p>
<p>The classic liberalism of most Christian Nationalist is also a key reason they attract money from the Koch Brothers networks. While the Koch’s hold Trump and his populists in some contempt, as mentioned above, the Christian Nationalist faction has access to Koch funds and its ALEC legislative projects, along with access to the DeVos fortunes. Effectively, Christian nationalist’ prosperity economics’ amounts to affirmative action for the better off, where the rise of the rich is supposed to pull everyone else upwards. Those below must also pay their tithes and pull upward with their ‘bootstraps.’ They argue for neo-isolationism on some matters of foreign policy. But as ‘Christian Zionists’ they favor an all-out holy war on ‘radical Islamic terrorism,’ to the point of ‘making the sand glow’ with the use of nuclear weapons. They pushed for moving the U.S. Embassy in Israel to Jerusalem and ripping up the Iran nuclear deal. All this is aimed at greasing the skids for the ‘End Times,’ the ‘Rapture, ‘and the ‘Second Coming.’ With Cruz, Pence and Devos as leaders, they have become the second most powerful grouping under the GOP tent, and the one with the most reactionary platform and outlook, even more so than Trump himself in some ways.</p>
<p><strong> The Establishment Neoliberal ‘RINOs’</strong></p>
<p>This is the name now widely used in the media for what we previously labeled the Multinationalists. It’s mainly the upper crust and neoliberal business elites that have owned and run the GOP for years, but are now largely out in the cold. It included the quasi-libertarian House’ Freedom Caucus,’ the smaller group of NeoCons on foreign policy (John Bolton and John McCain), and the shrinking number of RINO (Republican In Name Only) moderates in The Lincoln Project. The Establishment also favors a globalist, U.S. hegemonist and even, at times, unilateralist approach abroad, with some still defending the Bush-Cheney disaster in Iraq. Their prominent voice today is Liz Cheney of Wyoming.</p>
<p>We also need to keep in mind the global backdrop to these shifts. The worldwide process of technology-driven financialization has divided the ruling class of late capitalism in every major country into three—a local sector of the transnational capitalist class, the nation-based multinationals, and an anti-globalist national sector. Thus among traditional U.S. neoliberals, some are U.S. hegemonists, but many have a transnational globalist understanding of the world with vast amounts of their money in foreign stock. China and global value chains integrate them with other global capitalists. This is why Trump’s trade policy is so controversial with Wall Street elites of both Republican and Democratic leanings. U.S. economic hegemony makes no sense at this financial and productive integration level. The global three way division also serves to explain why Trump’s rightwing populism, despite its American characteristics, is connected to the rightwing nationalist-populist rise in all European countries. He is not ‘explainable’ in American terns alone.</p>
<p>This subordination is a big change for the traditional GOP top dogs. They would like to purge a weakened Trump from the party and rebuild, but so far lack the ability. They could try to form a new party with neoliberal Dems. Or, more likely, they could join the Dems and try to push out or smother those to the left of the Third Way grouping.</p>
<p>Now let’s turn to the Dem tent, starting at the top right of the graphic.</p>
<p><strong>The Blue Dogs</strong></p>
<p>The Blue Dogs, according to the online newsletter <em>Sludge</em>, “operates a political action committee, Blue Dog PAC, that raises millions of dollars each election cycle, mainly from corporate PACs, and spends money to help elect more conservative Democrats. Corporate PACs that donated to Blue Dog PAC in the 2018 election cycle include those affiliated with drug company Pfizer, defense contractor Northrop Grumman, oil company ExxonMobil, and Wall Street bank Citigroup.”</p>
<p>This small ‘party’ has persisted and gained some energy. The recent effort of West Virginia’s Senator Joe Manchin to bloc or gut Biden’s reforms is a case in point. One earlier reason was that the United Steel Workers and a few craft unions had decided ‘to work with Trump’ on tariffs and trade. The USW also got firmly behind Connor Lamb (D-PA) for Congress. Lamb won a narrow victory in a Western PA CD in a rural and conservative area, but with many USW miner&#8217;s votes. He was endorsed by the Blue Dog PAC, although he is not yet a formal member of the caucus. Getting into a nearly physical floor fight with the GOP over Jan. 6 ‘radicalized’ Lamb a bit, moving him leftward.</p>
<p>But the small Blue Dog resurgence may not last. On the one hand, the DNC Third Way gang currently loves people like Lamb, and wants to see more candidates leaning to the center and even the right. On the other hand, an unstableTrump out of office has little to offer on major infrastructure plans save for ‘Build The Wall’ chanting at rallies. His potential votes among USW and other union members may shrink.</p>
<p><strong>The Third Way New Democrats</strong></p>
<p>First formed by the Clintons, with international assistance from Tony Blair and others, this dominant ‘party’ was funded by Wall Street finance capitalists. The founding idea was to move toward neoliberalism by ‘creating distance’ between themselves and the traditional Left-Labor-Liberal bloc, i.e., the traditional unions and civil rights groups still connected to the New Deal legacy. Another part of ‘Third Way’ thinking was to shift the key social base away from the core of the working class toward college-educated suburban voters, but keeping alliances with Black and women’s groups still functional.</p>
<p>Thus the Third Way had tried to temper the harsher neoliberalism of the GOP by ‘triangulating’ with neo-Keynesian and left-Keynesian policies. But the overall effect is to move Democrats and their platform generally rightward. With Hillary Clinton’s narrow defeat, the Third Way’s power in the party has diminished somewhat but gained clout with the victory of Biden. As mentioned above, its labor alliances have weakened, with unions now going in three directions. Most of labor has remained with the Third Way. Some moved rightward to the Blue Dogs while others—Communications Workers, National Nurses United, and the U.E.—are part of the Sanders bloc. Regarding the current relation of forces in the party apparatus, the Third Way has about 60% of the positions and still controls the major money. In California in 2018, for example, the Regulars kept control of the state party committee only with extremely narrow margins over Bernie supporters.</p>
<p>The key test was the November battle with Trump: Who inspired and mobilized the much-needed ‘Blue Wave’, gave it focus and put the right numbers in the right places? The measured Third Way moderates? Or the Social Democrat insurgents? This question brings us to the last of the six’ parties.’</p>
<p><strong>The Rainbow Social Democrats</strong></p>
<p>This description is better than simply calling it the Congressional Progressive Caucus (CPC), as this article&#8217;s first version did. I’ve kept the ‘Rainbow’ designation because of the dynamic energy of AOC and the Squad. The Third Way, which has kept the older and more pragmatic voters of the rainbow groupings under its centrist influence, can still share it as well.</p>
<p>As explained before, the ‘Social Democrat’ title doesn’t mean each leader or activist here is in a social-democrat or democratic socialist group like DSA. It means the core groups&#8211;the Congressional Progressive Caucus, Progressive Democrats of America (PDA), Working Families Party (WFP), Democratic Socialists of America (DSA), Justice Democrats and Our Revolution and Indivisible—all have platforms are roughly similar to the left social democrat groupings in Europe. This is made even more evident with AOC’s and Bernie’s self-description as ‘democratic socialists’ in the primaries and the general, where it only seemed to help. The platform, however, is not socialist itself, but best described as a common front vs finance capital, war, and the white supremacist and fascist right. This is true of groups like Die Linke (‘The Left’) in Germany as well, which met recently with PDA and CPC members. In that sense, the ‘Third Reconstruction,’ promoted by Rev William Barber and the Poor People’s Campaign, might also serves as a good designation and goal.</p>
<p>Finally, there is the ongoing dramatic growth of the DSA due to their wise tactics in the 2016 Bernie campaign. They went all in for Bernie but also lost no opening to make themselves visible. Prominent Justice Democrat and DSAer Alexandra Ocasio Cortez, who has been a firebrand in the House, has made the ‘Green New Deal’ a household term, and joined Sanders in his efforts to shape Biden’s agenda. Now with nearly 100.000 members with chapters in every state, DSA has already won a few local and statehouse races the first time out. They are now an important player in their own right within these local clusters. But their growth may have peaked for a while. Their surfacing weaknesses reside in sorting out their own internal differences with sectarianism and even chauvinism against Black candidates.</p>
<p>This overall growth of this ‘party’ is all to the good. The common front approach of the Social Democratic bloc can unite more than a militant minority of actual socialists. Instead, it has a platform that can also unite a progressive majority around both immediate needs and structural reforms, including both socialists and non-socialists, the ‘Third Reconstruction.’ Apart from winning 46% of the 2016 Dem convention delegates and a good number of statehous seats, this ‘party’ is now noted for two things. First is the huge, elemental outpourings of young people–mainly women, students and the young workers of the distressed ‘precariat’ sector of the class–in the elemental risings of millions after Trump took office. Second was the enormous risings following the murder of George Floyd by the police—over 20 million, the largest in U.S history. With other mass groups like Our Revolution and Indivisible, they all added a higher degree of organization at the base to this dynamic and growing cluster.</p>
<p><strong>What does it all mean?</strong></p>
<p>With this brief descriptive and analytical mapping of the upper crust of American politics, many things are falling into place. The formerly subaltern rightist groupings in the GOP have risen in revolt against the Neoliberal Establishment of the Cheneys, Romneys and the Bushes. Now they have rightwing populist and white nationalist hegemony. The GOP, then, can be accurately called the party of the neo-Confederates and the main target of a popular, anti-fascist front. Under the other tent, the Third Way is seeking a new post-neoliberal platform, through President Joe Biden’s reforms. The progressive-center unity of the earlier Obama coalition, with all its constituency alliances, is still in place. At the same time, the Third Way still wants to co-opt and control the Social Democrats as an energetic but critical secondary ally. The Sanders’ forces have few illusions about this pressure on them, and don’t want to be anyone’s subaltern without a fight. So we are continuing to press all our issues, but adapting some policies to the common front vs. the fascist right. If we work well, we will build more base organizations, more alliances, and more clout as we go.</p>
<p>This ‘big picture’ also reveals much about the current budget debates. All three parties under the GOP tent still advocate neoliberal austerity. The Third Way-dominated Senate Democrats and Blue Dogs push for an ‘austerity lite’ budget and some Keynesian infrastructure programs. Team Biden, the Social Democrats and the Congressional Progressive Caucus are working on ‘Build Back Better’ programs and ‘Green New Deal’ projects that might expand advanced manufacturing jobs.</p>
<p>However, we must keep in mind that favorably ‘shifting the balance of forces’ in election campaigns is often an indirect and somewhat ephemeral gain. It does ‘open up space’, but for what? Progressive initiatives matter for sure, but much more is required strategically. Strategically, we are in a war of position, with periodic tactical ‘war of movement’ elemental risings. In that framework, we are interested in pushing the popular front vs. finance capital to its limits and developing a 21st-century socialist bloc. If that comes to scale in the context of a defeat of the pro-Trump right bloc, the Democratic tent is also going to be stretched and strained. It could even collapse and implode, given the sharper class contradictions and other fault lines that lie within it, much as the Whigs split four ways in the 19th Century. This ‘Whig option’ tactic would demand an ability on the part of the left to regroup all the progressive forces, inside and outside, into a new ‘First Party’ alliance or counter-hegemonic bloc. Such a formation also includes a militant minority of socialists, which will then be able to contend for governing power. The tricky part is to do this in a way that keeps the right at bay.</p>
<p>An old classic formula summing up the strategic thinking of the united front is appropriate here: ‘Unite and develop the progressive forces, win over the middle forces, isolate and divide the backward forces, then crush our adversaries one by one.’ In short, we must have a policy and set of tactics for each one of these elements, as well as a strategy for dealing with them overall. Moreover, take note of a warning from the futurist Alvin Toffler: ‘If you don’t have a strategy, you’re part of someone else’s strategy.’ Then finally, as to tactics, ‘wage struggle on just grounds, to our advantage and with restraint.’</p>
<p>To conclude, we still need to start with a realistic view of ourselves as an organized socialist left. Save for DSA, we are mostly quite small as organizations, but now we can see we are swimming in a sea of millions open to socialism. What can we do now? If you can see yourself or your group honestly working to achieve DSA’s stated program, by all means, join them and make them even larger. Or set up <em>Jacobin / In These Times </em>Reading Groups in your living rooms and unite socialists and close friends with them. The same goes with the new <em>Convergence </em>project growing out of Organizing Upgrade. Or join CCDS, CPUSA, Left Roots, or Liberation Road—socialist groups which largely share some or most of the perspective here. Join or start PDA or WFP chapters everywhere, use organizations and broad ‘Third Reconstruction’ and ‘Modern Tecumseh’ alliances and popular rainbow assemblies to build mass mobilizations, register new voters and defeat the GOP in November 2022 and 2024.</p>
<p>With both socialists and rainbow progressives, start at the base, focus on city and state governments, and expand the Congressional Progressive Caucus. We rarely gain victories at the top that have not been won and consolidated earlier at the base. Most of all, in order to form broader and winning coalitions, you need base organizations of your own to form partnerships and alliances WITH! Seize the time and Git ‘er done!</p>

<p>The leaders of the USA and China faced off at the United Nations General Assembly in late September, in a dramatic verbal conflict over peace, democracy, and human values. Biden said “The authoritarians of the world, they seek to proclaim the end of the age of democracy, but they’re wrong.” He added that the U.S. will “oppose attempts by stronger countries to dominate weaker ones, whether through changes to territory by force, economic coercion, technological exploitation or disinformation… But we’re not seeking a new Cold War or a separation of the world into rigid blocs…”</p>
<p>The UN delegates listened as Biden proclaimed the United States “is not at war” for the first time in two decades – weeks after the U.S. withdrawal from Afghanistan. He did not mention continued U.S. military occupations in Iraq, Syria, and Somalia – all of which have been deemed failures – or U.S. military presence in at least thirteen other African countries and hundreds of bases across the globe.</p>
<p>Biden also offered no explanation for the recent agreement with Australia and the United Kingdom to develop and deploy nuclear submarines in the Indo-Pacific region, or the “Quad” alliance with Japan, South Korea and India to threaten China with war ships and nuclear missiles. The question of U.S. sanctions against targeted enemies across the globe also was not mentioned. Neither were the activities of the National Endowment for Democracy and the Alliance for Progress to try to control internal affairs in numerous countries, including China.</p>
<p>Xi Jinping responded that “China has never and will never invade or bully others to seek hegemony… A world of peace and development should embrace civilizations of various forms and must accommodate diverse paths to modernization. One country’s success does not have to mean another country’s failure,” Xi continued. “The world is big enough to accommodate common development progress of all countries.”</p>
<p>Xi emphasized that “Democracy is not a special right reserved for any individual country but a right for the people of all countries to enjoy.”</p>
<p>The U.S. president did not mention his difficulties getting bills through Congress to upgrade the country’s infrastructure and provide improved basic services to people – services like health care, child care, housing and education, which are guaranteed in China, often free or at minimal cost. The “Build Back Better” bills are supported by a decisive majority of the U.S. population, but are fiercely opposed by recalcitrant right-wingers in Congress, along with “moderate” Democrats beholden to big oil and big pharma. These bills – dubbed “enormous” and unaffordable by Congressional opponents – pale in cost when compared with the military budget. At $743 billion for one year, while the infrastructure and budget reconciliation bills are for ten years, the military budget is nearly double their total for each year. (This doesn’t include military-related items, such as intelligence and veterans’ services, which bring the annual military total up above a trillion.)</p>
<p>An effort to pare off just ten percent of the military budget was crushed in Congress in September: a sign of the political power of the military-industrial complex, which combines with big oil, big pharma, big banks and insurance companies to dominate the U.S. political process. These same forces are helping right-wingers in both Congress and many states to quash voting rights, reversing the historic gains of the mid-century Civil Rights movement.</p>
<p>While the U.S. economy struggles to recover, levels of inequality reach historic proportions, and the political system is ever more polarized, Xi could point to China’s success in helping 800 million people lift themselves out of extreme poverty. A recent report noted that “In 2019, as China entered the last stages of its poverty eradication scheme, UN Secretary General Antonio Guterres said, ‘Every time I visit China, I am stunned by the speed of change and progress. You have created one of the most dynamic economies in the world, while helping more than 800 million people to lift themselves out of poverty – the greatest anti-poverty achievement in history’.”</p>
<p>Average wages for urban workers in China doubled between 2010 and 2020.”&gt;China’s economic success – growing at an average rate of 9.5 percent per year, growing in size by almost 35 times (according to China’s Great Road, by John Ross), building railroads, highways, subways, even entire cities, to become the second largest economy in the world – didn’t happen without strain. Inequality increased, and some worried that the new “market socialism” was a lot like capitalism. The poverty eradication campaign was essential, just as efforts to restrain big capitalists were as well. These efforts were possible in large part due to the Chinese approach to democracy. As Xi said:</p>
<p>What we now face is the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life… The needs to be met for the people to live better lives are increasingly broad. Not only have their material and cultural needs grown; their demands for democracy, rule of law, fairness and justice, security, and a better environment are increasing.</p>
<p>How China’s leaders intervened is an illustration of China’s democratic path. A report from Harvard University’s Ash Center for Democratic Governance and Innovation finds over 90% of the Chinese people like their government, and “rate it as more capable and effective than ever before. Interestingly, more marginalized groups in poorer, inland regions are actually comparatively more likely to report increases in satisfaction.” It says Chinese people’s attitudes “appear to respond to real changes in their material well-being.”</p>
<p>This contrasts with people’s attitudes in the United States, which are polarized politically, racially, and economically. Public trust in the U.S. government is in crisis. There are very real human rights concerns, with police killings, homelessness and mass incarceration at pandemic proportions. A new report says police killings in the U.S. have been undercounted by more than half during the past four decades. Of nearly 31,000 people killed by police during that period, more than 17,000 were unaccounted for in official statistics. Black people were 3.5 times as likely to be killed by the police as white people. Latinx and indigenous people also suffered higher rates of fatal police violence than white people.</p>
<p><strong>Chinese democracy</strong><br />
The Chinese revolution itself was fundamentally democratic – abolishing feudalistic hierarchy and privilege, equalizing gender differences, and enabling poor workers and farmers to be involved in national administration. The Ash Center study includes an important essay, “Democracy in China: Challenge or Opportunity?” by Yu Keping, director of the China Center for Comparative Politics and Economics. Yu Keping says “Western scholars use their democratic standards, such as a multi-party system, universal suffrage, and checks and balances, to evaluate Chinese political development,… and conclude that Chinese reform is more economic than political.” This, he says, is an unnecessary bias and misunderstanding.</p>
<p>The basics of Chinese democracy are people’s congresses at local, provincial and national levels. A Global Times report says “according to the State Council, ‘Deputies to the people’s congresses of cities not divided into districts, municipal districts, counties, autonomous counties, townships, ethnic minority townships and towns are elected directly by their constituencies. Deputies to the NPC [National People’s Congress] and the people’s congresses of the provinces, autonomous regions, municipalities directly under the Central Government, cities divided into districts, and autonomous prefectures are elected by the people’s congresses at the next lower level.’ These elections are all competitive.”</p>
<p>There are also regular consultations between government officials and the people at all levels. Key principles are “people-oriented government, human rights, private property, rule of law, civil society, harmonious society, government innovation, and good governance,” Yu Keping wrote.</p>
<p>The Chinese Communist Party (CCP) is at the core of all this. Its 95 million members make it a preponderant factor in Chinese society. There are eight non-communist political parties, with which the CCP consults regularly. But CCP members lead society. The guiding slogan is “serve the people.” The story of the poverty eradication campaign provides a good example:</p>
<p>The targeted phase of poverty alleviation required building relationships and trust between the Party and the people in the countryside as well as strengthening Party organization at the grassroots level. Party secretaries [were] assigned to oversee the task of poverty alleviation across five levels of government, from the province, city, county, and township, down to the village… Three million carefully selected cadres were dispatched to poor villages, forming 255,000 teams that reside there. Living in humble conditions for generally one to three years at a time, the teams worked alongside poor peasants, local officials, and volunteers until each household was lifted out of poverty. In this process, many cadres were unable to return home to visit families for long stretches of time; some fell ill in the harsh natural conditions of rural areas and more than 1,800 Party members and officials lost their lives in the fight against poverty. The first teams were dispatched in 2013; by 2015, all poor villages had a resident team, and every poor household had an assigned cadre to help in the process of being lifted, and more importantly, of lifting themselves out of poverty. At the end of 2020, the goal of eliminating extreme poverty was reached.</p>
<p>The study says the “cadres and officials who have mobilized in the countryside have been essential in building public support for and confidence in the Party and the government.”</p>
<p>The government’s effective response to the COVID-19 pandemic continued to build public support. Shortly after Wuhan emerged from the COVID-19 lockdown, York University Professor Cary Woo led a survey of 19,816 people across 31 provinces and administrative regions. Published in the Washington Post, the study found that 49 percent of respondents became more trusting of the government following its response to the pandemic, and overall trust increased to 98 percent at the national level and 91 percent at the township level.</p>
<p>“The Chinese way of political development,” Yu Keping says, “is extremely different from the Western democratic tradition… Consequently, it is almost dead-end to explain the Chinese way of democratic politics through using existing Western democratic theories.” Democracy means “government by the people,” the professor says. So “the fundamental criteria to judge whether a country is a ‘democracy’ or not is government’s responsiveness to its citizens… As long as a country has formal institutions to guarantee that government policies can effectively reflect the public’s opinions, that citizens can participate in political life, and the incumbent political regime has to respond to people’s interests, it can be considered democratic regardless of the particular party systems, election procedures, or power separation mechanisms.”</p>
<p>Western Challenges<br />
Former U.S. Secretary of State Mike Pompeo admitted in 2019 that “We lied, we cheated, we stole… It’s part of the glory of the American experiment.” Pompeo’s claims that the Chinese Communist Party is “the greatest danger” to democracy in the world, and that China’s to blame for the COVID-19 pandemic have served to discredit the U.S. position rather than strengthen it. Biden, Secretary of State Blinken and most in Congress, to their shame, are continuing Pompeo’s infamous campaign. Despite hundreds of millions of U.S. funds to support protests in Hong Kong, that effort has fizzled. Hong Kong ranks in the top three on the Fraser Human Freedoms Index, while the U.S. is in 17th place. (An earlier LA Progressive article provides additional information.)</p>
<p>Regarding claims of “genocide” in Xinjiang, Columbia University Professor Jeffrey Sachs, a special advisor to the UN Secretary General, says “The US government has offered no proof, and unless it can, the State Department should withdraw the charge.” Code Pink webinars have demolished U.S. anti-China claims. Using these lies and false accusations, the U.S. has imposed sanctions and launched an international boycott of products made in Xinjiang. The main result has been to hurt the people of Xinjiang. But the smear campaign has also confused many progressives and so-called “leftists” in the U.S., who have fallen victim to the continued repetition of these lies in the mainstream media.</p>
<p>China has answered the U.S. slander campaign with claims of its own. In late September it called on the UN Human Rights Council to “work to eliminate the negative impacts of colonialism on people around the world.” The statement, issued with 21 other countries, said “Economic exploitation, inequality, racism, violations of indigenous peoples’ rights, modern slavery, armed conflicts and damage to cultural heritage are among the legacies of colonial repression.” In a separate statement, China “called for nations that have conducted illegal military interventions to pay reparations. Without naming any states, he pointed out that such action had severe consequences for social and economic development.”</p>
<p>“A democratic system is a marriage of universality and particularity,” Professor Keping says. “We cannot make arbitrary conclusions that democracy has only one model merely based on the assumption that democracy is a universal value and has common features… The nature of democracy is government by the people or ‘people become their own masters,’ which is reflected in a series of institutions and mechanisms that guarantee the citizens’ democratic rights… Chinese democracy, growing out of Chinese tradition and society, will not only bring good fortune to the Chinese people, but also contribute greatly to the advancement of democratic theory and practice for all mankind.”</p>

<h3><strong>Limitations and Problems of the Western Doctrine</strong></h3>

<p>Abstract: The slogan “human rights are superior to national sovereignty” put forward by Western liberal scholars contradicts the principle of non-interference as stipulated in the Charter of the United Nations. The Western conception of human rights includes two main justification methods—naturalism and bottom-lineism, but neither of them can substantively justify the universality of human rights going beyond reality. This also determines that the relationship between sovereignty and human rights is not an “either-or” one, but a dialectical and mutually reinforcing one. Human rights cannot be fundamentally guaranteed without the support of national sovereignty. The culture-centric mentality implied by the doctrine that human rights are superior to national sovereignty is not conducive to international cooperation. Only by engaging in dialogue in a non-coercive, inclusive, and equitable manner would it be possible to reach a bottom-line consensus that would be widely accepted by the international community.</p>
<p>Since the late 20th century, and particularly since the Kosovo War in 1999 and Iraq War in 2003, Western powers have advocated the theory that “human rights are superior to national sovereignty” to legitimize starting a series of regional wars. However, the concept which lies behind this theory conflicts with a series of principles of international law as stipulated in the Charter of the United Nations, such as the principles of the sovereign equality of states and non-interference in internal affairs. According to Jürgen Habermas, a German philosopher, “This prohibition of intervention is indeed reaffirmed by the UN Charter; but from the beginning it stood in tension with the development of the international protection of human rights.”[1] This paper attempts to review the relationship between national sovereignty and human rights based on a critical reflection on the Western concept of human rights.</p>
<p>I. Two Ways to Justify the Western Concept of Human Rights: Naturalism and Minimalism</p>
<p>It is generally believed that the universalist concept of human rights has its origins rooted in the modern Western concept of natural rights. It must first be clarified, however, that no consensus has thus far been reached in Western political academia about how the concept of “right” first came into being. Probing into the evolution of the concept of “right”, Richard Dagger wrote that the English word “right” comes from the Latin word “rectus” (meaning “straight”), which in turn can be traced to “orek-tos” (“straight, upright”) in Greek.[2] At the beginning, therefore, the word “right” presumably did not indicate “a justified claim or entitlement, or the freedom to do something” in its modern sense, and the concept of right in a political sense did not emerge in the West until the late Middle Ages as the idea of “natural rights” took shape. Western political scholars such as Charles Beitz and James Griffin who were committed to studying human rights believed that despite the differences in connotation between the concepts of human rights and natural rights, from a historical perspective, the origin of the modern Western concept of human rights is closely linked with the theory of natural rights, which in turn is directly related to the natural law theory established by Thomas Aquinas in the Middle Ages. The influence of modern natural science and the Enlightenment Movement, however, led the natural law theory to gradually give way to Enlightenment rationalism, thus divorcing the theological elements from the concept of natural rights. From this point, the individual awareness in line with the nature secured its fundamental status in practical philosophy, and the secular concept of “human rights” emerged in the late 18th century. According to Beitz, “the most broadly influential contribution of the natural rights tradition to contemporary thought about human rights is the idea that human rights belong to persons ‘as such’ or ‘simply in virtue of their humanity’.”[3] Such justification for human rights is referred by Beitz as “naturalist” view on human rights, which is one of the most common ways to justify human rights. Its core argument is that the concept of human nature is regarded as evidence of the universality of human rights, while human nature is in itself in conformity with the nature. “Not as something evolving in the course of history, but posited by nature, because for them this individual was the natural individual, according to their idea of human nature.”[4] In the modern Western tradition of metaphysics, such an individual in conformity with the nature may either be presumed as a Kantian rational being or an experimentalist aggregate of feelings. Whichever presumption is made, the “demystified” concept of human rights attempts to justify its universalist appeal by naturalist theories.</p>
<p>However, the biggest weakness of the naturalist theory is that it neglects the historical aspect of mankind. To ensure the prioritization of individual rights, an individual is ridded of his social identity such as roles and status, and is translated into a moral agent in a metaphysical sense. Marx made the lucid statement that the concept of moral agent as constructed by modern Western philosophers was but a product of disintegration of feudal society and maturity of the civil society. Elaborating human rights from the perspective of an abstract and naturalist human nature has abducted human rights evolution from its historical dimension, and the understanding of rights thereof is non-historical. In fact, the emergence and application of the concept of human rights are inevitably based on certain social practices and historical conditions, and shall undergo changes correspondingly with changes in such social practice and historical conditions. The connotation and denotation of this concept remains in dynamic evolution, in which sense the naturalist view will inevitably be challenged by historicism. From a historicist perspective, political or moral concepts are neither inherent nor created at the discretion of any person; instead, any concept is a product of history and depends on certain social practice and objective historical conditions as a foundation. So is the case with the concept of human rights, which has evolved over a long history rather than remaining unchanged, As early as during the Enlightenment Movement, certain Western thinkers and statesmen made the statement that “all men are born equal”. However, this slogan is just a promissory note that cannot be cashed immediately as U.S. sociologist Robert N. Bellah argued.[5] Women were not granted the right to vote or to stand in elections until the 1920s, and the rights of African Americans were not sufficiently protected until the Civil Rights Movement of the 1960s. Even today, various social classes and groups in the West remain troubled by identity and economic gaps.</p>
<p>The naturalist concept of human rights can be viewed as a “top-down”[6] approach according to Griffin, i.e. deduction of human rights based on one or multiple abstract principles, and it is exclusively built on the metaphysical concept of “man himself” or “human nature”. In fact, the evolution of human rights indicates that human nature, whether deemed a factual or normative being, is not a sufficient condition of human rights. The factual concept of human nature of the normative concept of personality itself does not naturally and logically lead to the deduction of a set of concepts of plural rights. Instead, our understanding of modern concept of human rights depends more on a “bottom-up” approach: approaching the human rights theory from widely used concept of human rights in actual social interactions. Through investigation into various types of human rights, political theorists attempt to find a consensus from all known concepts of human rights that is universally accepted by all nations. The bottom-up approach differs from the top-down approach in that the former acknowledges in the first place that different lists of rights may be categorized as human rights by different thinkers, who may interpret and understand the same right in different ways. Charles Taylor believed that human rights consist of norms of conduct and underlying justification, the former referring to various rights stipulated in national laws and international conventions, and the latter referring to philosophical views on human nature and society from a metaphysical perspective that constitute the philosophical basis of the norms of conduct related to human rights. For Taylor, people with different cultural backgrounds may vary in the deep underlying justification of human rights, which, however, does not impede us from seeking consensus on the level of norms of conduct through dialogues and communication. Such consensus, similar with “overlapping consensus” suggested by John Rawls, is a minimum consensus acceptable by all parties. Taylor further pointed out that “one can presumably find in all cultures condemnations of genocide, murder, torture, and slavery”[7]. According to Taylor, such norms of conduct are deemed overlapping consensus in a culturally diversified world. This concept of human rights can be defined as minimalism. In the West, Michael Ignatieff, a Canadian scholar of political science, is one of the first advocates of the minimalist theory of human rights, which he believes is tantamount to the “negative freedom” defined by Isaiah Berlin that protects individuals from physical harm.[8] Likewise, Western political scholars such as Michael Walzer, David Miller and Joshua Cohen all advocate minimalism of human rights, albeit to various degrees. Walzer proposes a set of “negative injunctions” that rules against murder, deceit, torture, oppression, etc.[9] as minimal morality for all societies.</p>
<p>A Kantian question is: how does the consensus in minimalism become possible? Is it possible to reach some degree of consensus in a non-coercive approach and come up with a list of human rights universally acknowledged by all countries? Many western scholars on human rights are optimistic, such as Griffin emphasizing that “We now, in these cosmopolitan times, tend to exaggerate the differences between societies.”[10] Empirical observations show that people in different countries may differ in religions, world outlooks, set of values and lifestyles, yet certain fundamental preconditions apply to all humans, as no one would deny the value of food, health and security in life, which may be translated into corresponding appeals for rights and summarize a minimalist list of human rights. Borrowing Walzer’s theory, this would be a “thin” list of human rights whose underlying justification does not build on “thick” and profound metaphysical or religious resources; instead, it proceeds from indisputable human needs or interests. In a world of complexity and diversity, many Western philosophers have come to realize that a “thick” list of human rights would unlikely be universally accepted unless by means of coercion or even violence. Yet obtaining a list of human rights by such means is in itself a violation and disrespect of human rights. It is therefore obvious that the minimalism of human rights with empiricism as the basic methodology conforms to our empirical observation. Problems arise, however, from empirical induction, and disputes over the contents of such a minimalist list of human rights have never ceased between countries and regions. Besides, the multitude of political, economic and social rights stipulated by various conventions on human rights are absent from the “thin” list of human rights as many of these economic and social rights rely on enormous public spending, and cashing these “checks” of pledged rights may incur an unaffordable cost on some developing countries.</p>
<p>The viewpoint that “human rights are superior to national sovereignty” is unlikely to constitute a minimal consensus among all countries on the human rights issue since minimalism requires overlapping consensus based on equal dialogue. As behind the theory that “human rights are superior to national sovereignty” lurks a unilateralist and interventionist approach in international affairs, which is unacceptable for other countries advocating equality of national sovereignty.</p>
<p>II. Boundaries of Humanitarian Intervention and Its Subsequent Problems</p>
<p>It was not until after WWII that a modern and secularized concept of human rights became globally influential. Traumatized by the unprecedented calamity of Fascism preying on all nations, and in particular the holocaust by Nazi Germany, many argued that a prospective international political theory shall be advocated to safeguard human rights. In 1948, the UN General Assembly adopted The Universal Declaration of Human Rights, which sought to provide a generic and normative foundation to safeguard human rights worldwide by listing a series of rights that all shall be entitled to. It was in this very context that “human rights diplomacy” practiced by Western countries started to gain momentum across the world, and wars were started in the name of “humanitarian intervention”, which consisted a major challenge to the concept of human rights in classical international law. So, does safeguarding human rights necessarily require a thorough abolishment of non-intervention principle within international law?</p>
<p>To answer this question, Western political philosophers advocating minimalist human rights argue that approving humanitarian intervention does not mean abandoning the non-intervention principle in international relations, but rather “becoming aware of particular exceptional situations” which constitute the scope and boundaries of humanitarian intervention. Walzer was one of the first Western political philosophers that expounded on humanitarian intervention whose basic viewpoint grounded upon “the norm is not to intervene in other people’s countries; the norm is self-determination”.[11] In normal situations, the principle of non-intervention shall apply in international affairs; however, humanitarian intervention is justified when it is response to acts “that shock the moral conscience of mankind”[12] and no local political organization possess the means to end the status quo. Therefore, failure in exercising sovereignty is an essential condition for the deposal of a sovereign state; while a second essential condition is the occurrence of “exceptional situation” that shock the moral conscience of mankind. Therefore, justified humanitarian intervention is essentially negative with a very narrow scope of applicability. According to David Miller, the non-intervention principle would be set aside provided that the international community reaches a universal consensus on whether the human rights violation has gone beyond the boundary of tolerance. At present, “such agreement exists in the case of genocide”[13] where the victims are deprived of all means of resistance without foreign aid. In such a case, the non-intervention principle of the international law is temporarily disabled and the boundary of national sovereignty broken, and intervention by other countries is justified. This indicates that a rather high threshold for the execution of humanitarian intervention is defined by minimalist human rights theory.</p>
<p>Another crucial question is: is “regime transformation” included in the “exceptional cases” where humanitarian intervention applies? Some advocates of “human rights first” argue that in order to prevent or avoid humanitarian disasters, it is necessary to transform the regime of certain countries by military means into a regime in conformity with Western liberalist democratic institutions. For them, humanitarian intervention is of a hysteretic nature and represents a negative and passive response; to eradicate the possibility of humanitarian disasters, regime transformation must be executed in countries where such disasters are possible to mold them with Western democracy. In other words, do political and military actions aiming at regime transformation deserve the name of humanitarian intervention or constitute a legitimate reason of humanitarian intervention? Walzer emphasized that democracy and rule of law of a country does not provide a legitimate ground for intervening with its internal affairs, nor is democracy of the political system a precondition for intervention; the key, instead, is whether the sovereignty is in severely conflict with human rights, and the only purpose of such intervention should be putting an end to violence. Therefore, “humanitarian interventions are not justified for the sake of democracy or free enterprise or economic justice or voluntary association or any other of the social practices and arrangements that we might hope for or even call for in other people’s countries”.[14] Every country has its own historical traditions, values and cultural beliefs, and one cannot truly understand the emergence, evolution and operation of political systems without being personally immersed in these specific cultural tradition resources. Regime transformation in the name of humanitarian intervention reflects a cultural centralism, which, in any form or type, would be refuted by cultural pluralism from a theoretical perspective in a world highlighting cultural diversity. In its very essence, an institutional and cultural superiority lurks behind cultural centralism in violation of the liberalist morality of equality and mutual respect. The theory that “human rights are superior to national sovereignty” constitutes a violation of basic liberalist moral principles such as equality, respect and pluralism, and is, therefore, a self-negation of the theory.</p>
<p>The minimalist theory of human rights is only in favor of humanitarian intervention under exceptional circumstances; however, as Walzer put it, since the Spanish conquest of Mexico with the pretext of putting an end to Aztec human sacrifices, the so-called humanitarian intervention in most cases has been risible. Even in a morally justifiable intervention, the country initiating such intervention might have a political agenda in mind apart from humanitarian aid, for example, seeking regional political hegemony in the name of humanitarian intervention. The absence of pure humanitarian intervention in reality is the essential theoretical dilemma of humanitarian intervention. Walzer distinguished between two types of humanitarian interventions: pure humanitarian intervention and humanitarian intervention with mixed motives, the former purely aiming at saving lives, while the latter referring to mixed cases where the humanitarian motive, among other considerations of political and economic interests, is one among several reasons for military intervention. There are few genuine cases of military intervention in which their purpose was purely humanitarian; although military powers play a crucial role in international political arena, states do not send their soldiers into other states, it seems, only in order to save lives. As Jürgen Habermas noted, “the program of human rights consists in its imperialist misuse”[15] when human rights politics is reduced to an ideological tool manipulated by major powers to cover up their political interests. Therefore, entering a country by military means always sounds an alarm, and reality has sufficiently proved that interventionism tends to end up in failure. Both the Iraq War in 2003 and Libyan War in 2011 started in the ideological frame of unilateralism and interventionism deviated from the tracks presumed by Western countries, as neither country has an effective human rights protection mechanism put in place, or achieved post-war reconstruction for a thriving economy and stable society; on the contrary, both countries are plunged into prolonged turmoil. Interventionism has produced large number of refugees in West Asia and North Africa, who are deprived of both human rights and national sovereignty by the intervention of external forces.</p>
<p>III. Re-examination of the Relationship Between Human Rights and National Sovereignty</p>
<p>The theory that “human rights are superior to national sovereignty” reflects the belief that individual rights and freedom are of a higher priority than national sovereignty, and that the respect and protection of human rights constitutes the moral foundation of legitimacy of national sovereignty. Again, “individual” here is a metaphysical presupposition, where individuals are viewed as atomic, independent moral agents entitled to the identical plural rights regardless of all identity markers such as nationality, ethnic background, culture and faith, as well as all social relations. Therefore from the perspective of philosophical foundation, the theory that “human rights are superior to national sovereignty” relies on ontology where “the individual comes first, and society comes second”, on which critical reflections can be initiated in the following three aspects.</p>
<p>First is the Marxist rebuttal of the metaphysical presupposition of the individual. Marx criticized such an atomic individual as “an individual withdrawn into himself, into the confines of his private interests and private caprice, and separated from the community”[16]. Human rights are thus established on the isolation rather than coalition of individuals. Isolation here refers to clear boundaries between one another that distinguish “me” from “him”. Taking property rights as an example, private property rights are defined as the possession and use of one’s own property without intervention from others, hence the existence of others is regarded as a restriction on individual rights rather than an essential element of materializing one’s individual rights. For Marx, human beings are a species being rather than enclosed and estranged “monad”. For an individual, society is a constitutive being—constituting the identity and main source of social relations of an individual—rather than a dissident being, The notion that an individual is an atomized being free of all historical traditions and social relations is but a philosophical fiction which in reality is untenable. An individual is an individual in reality, and the question of individual identity will not dispel by itself; therefore the “cosmopolitan citizen” imagined by liberalists is but a castle in the air. When one claims to be a “cosmopolitan citizen”, he/she would inevitably be questioned on his/her nationality, ethnic background, faith, etc., therefore voiding the claim of being cosmopolitan citizen. The existence of community (Gemeinschaft) makes identity possible for an individual, and all individuals in turn find themselves in existing political and cultural communities.</p>
<p>Second, the theory that “human rights are superior to national sovereignty” fails to dialectically acknowledge the mutual complementarity between individual rights and national sovereignty. In fact, human rights and national sovereignty are in a dialectic and mutually complementary relationship rather than a dualistic one, and there would be no guarantee of human rights without national sovereignty. A review of the theoretical origins of Western political philosophy shows that despite the differences in their philosophical origins, the thriving development of both notions is closely related to the theory of social contract. The purpose of reaching a social contract is to ensure effective fulfillment of individual rights, which in turn relies on the sovereign authority constituted through social contract signed by the people. The principle of people’s sovereignty reveals that sovereignty is essentially constituted by the common will of all people in a political community and has, therefore, a view to safeguard public interests that are relevant to all people. Thomas Hobbes made it clear that the purpose of sovereignty is not only procuration of the safety of the people, but also guarantee that every individual subject to the sovereign be granted “all other Contentments of life, which every man by lawfull Industry, without danger, or hurt to the Common-wealth, shall acquire to himselfe”.[17] In other words, the theoretical constitution of the social contract reminds us that national sovereignty should not be severed from human rights. Should no guarantee be needed for the fulfillment of rights, the purpose of the constitution of social contract would be somewhat suspicious: since an individual has already possessed and fulfilled his/her rights, what is meaningful about sovereignty authority? Subjecting an individual under the sovereignty through social contract itself indicates that the fulfillment of human rights require a corresponding institution that materializes and safeguards human rights.</p>
<p>A functionalist opinion holds it that sovereignty authority will be weakened as globalization deepens. Globalization has given rise to massive flows of commodities, services, capital and workforce, delivering a heavy impact on the established lifestyles and ideologies of various countries; meanwhile, human beings are facing mounting global challenges from tackling the climate change to anti-terrorism and addressing regional security concerns, which is beyond the means of any single country. Common interests and community of destiny are therefore constructed for all countries by such reality. According to Jürgen Habermas, “this conception encounters difficulties in a highly interdependent global society.”[18] Such a functionalist view is undoubtedly based on the reality of economic globalization yet its conclusion is open to debate. In reality, from a realistic perspective, there is no global political institution whose legitimacy is universally acknowledged that is able to practically defend all rights, and nation states remain the dominant institution to safeguard human rights. Overriding the boundaries of sovereign states would likely fail to secure human rights and even cause greater harm to the human rights of other nations. Furthermore, as the US President Donald Trump openly declared “make America great again” as the guiding program of his administration, this slogan in itself indicates bitter controversies over the theory that “human rights are superior to national sovereignty” within the Western society itself. Opposite to what liberalist philosophers advocating universalism of human rights have presumed, localizationist and nationalist narratives are still exerting their far-reaching influence on the Western society.</p>
<p>Lastly, the theory that “human rights are superior to national sovereignty” ensconces the hypothesis that the contemporary Western political and legal systems are more effective in defending human rights, and that the institutional pattern of developed countries in the Western hemisphere is the only right option for the development model of modern countries, behind which lies, undoubtedly, the mindset of Euro-American cultural centrism, which is powerfully challenged by the rise of cultural pluralism that calls for inclusiveness and mutual respect in addressing cultural differences, and pursues diversity rather than singularity. Confronting Euro-American cultural centrism, S.N. Eisenstadt and Taylor both advocated the concept of “pluralistic modernity”, emphasizing that various modern cultural patterns exist among different countries, that the Western culture is merely one component of the world’s pluralistic cultural system and that Europe is but a “provincializing Europe”[19]. As mentioned above, the modern concept of human rights in the West is a universalist value proposition based on so-called universal human nature or humanity. Yet, Alasdair MacIntyre was precise to the point as he commented on David Hume’s moral philosophy that “the appeal to a universal verdict by mankind turns out to be the mask worn by an appeal to those who physiologically and socially share Hume’s attitudes and Weltanschauung.”[20] To say the least, the fact that universalist value appeal is a typical feature of the Western culture does not necessarily eclipse the cultures of other countries or regions which are also entitled to appeal for universalization, as universality is not exclusively reserved for the Western cultural pattern. In summary, based on the normative requirements for inclusiveness and equality, Western cultural values cannot be taken indiscriminately as the standard against which value appeals in other cultures are measured. The theory that “human rights are superior to national sovereignty” is detrimental for international cooperation on an equal footing, as the cultural centrism behind it jeopardizes, rather than facilitates, the consensus on human rights. Only through joint participation in dialogues with a non-coercive, open and inclusive attitude will a minimal consensus acceptable to all stakeholders be possible.</p>

<p><strong>Independent Expertise Always Dies First When Democracy Recedes</strong></p>

<p>March 23, 2020 &#8211; The U.S. government’s response to the novel coronavirus pandemic has been confusing, inconsistent, and counterproductive. Since February, the data from China, South Korea, and Italy have clearly shown that the virus spreads rapidly in areas that do not practice social distancing—and that simple measures to keep people apart can significantly slow the rate of new infections. But the administration of U.S. President Donald Trump did not coordinate any social distancing. And even as acute cases overwhelmed Italy’s hospitals, the administration made few efforts to shore up the U.S. health-care system, increase the number of ventilators in hospitals, or make testing widely available.</p>
<p>Many blame these failures on the president, who initially downplayed the severity of the crisis. As recently as March 4, Trump insisted that COVID-19, the disease caused by the new coronavirus, was no worse than the flu. A week later, he claimed that the U.S. health-care system was well prepared for the outbreak. For encouraging the nation to sleepwalk into a crisis, Trump does indeed deserve blame. But even more blameworthy has been the president’s assault on U.S. institutions, which began long before the novel coronavirus appeared and will be felt long after it is gone.</p>
<p>By relentlessly attacking the norms of professionalism, independence, and technocratic expertise, and prioritizing political loyalty above all else, Trump has weakened the federal bureaucracy to such an extent that it is now beginning to resemble a “Paper Leviathan,” the term the political economist James Robinson and I use to describe autocratic states that offer little room for democratic input or criticism of government—and exhibit paper-thin policymaking competence as a result. Bureaucrats in these countries get accustomed to praising, agreeing with, and taking orders from the top rather than using their expertise to solve problems. The more American bureaucrats come to resemble autocratic yes men, the less society will trust them and the less effective they will be in moments of crisis like this one.</p>
<p><strong>HOW DEMOCRACIES DIE</strong></p>
<p>In just a little more than three years in office, Trump has upended many of the political norms that previously made the U.S. political system function—including the expectations that the president would not tell outright lies; would not interfere in court cases; would not obstruct law enforcement investigations; would not condone, let alone encourage, mob violence; would not materially benefit—or allow his family to benefit—from executive power and privilege; and would not discriminate against citizens on the basis of their race, ethnicity, or religion. In eviscerating these norms, Trump has accelerated the polarization of U.S. politics—a corrosive trend that predated him but that has intensified on his watch. The costs of polarization are evident not only in the acrimony of political discourse but in the inability of politicians to compromise to solve basic problems such as lack of health care for millions, the precarious situation of the undocumented, and decaying public infrastructure—or even to prevent the government from periodically shutting down.</p>
<p>Trump’s tenure has been even more calamitous for one of the most important institutional pillars that for the last two centuries has constrained executive power: the civil service. To be sure, by granting the president sweeping powers to make senior appointments, U.S. political institutions don’t make it easy for nonpartisan professionalism to take root in the executive agencies. But even under administrations with very different priorities and policy agendas, most departments have managed to function effectively and pursue sound policies in fields as diverse as education, environment, commerce, aeronautics, space, and, of course, disease control. By upholding nonpartisan rules and procedures and relying on technocratic expertise, professional bureaucrats who serve under political appointees function as a kind of guardrail for administrations, preventing their more extreme or nakedly partisan policies from being implemented. A professional civil service has also been the last, most powerful defense against natural disasters and health emergencies.</p>
<p>The incentive to hew to Trump&#8217;s narrative—or at least not to contradict it publicly—is overwhelming.<br />
The Trump administration not only has failed to maintain the critical health infrastructure that protects the nation from contagious diseases—for example, he disbanded the pandemic preparedness unit that was part of the National Security Council until 2018—but has actively weakened the civil service. The president’s hostility to impartial expertise has forced many of the most capable and experienced federal employees to quit, only to be replaced by Trump loyalists. His persistent attacks against those who contradict his untruths or point out problems with his administration’s policies have created an atmosphere of fear that impedes bureaucrats from speaking up. This reticence partly explains the slow, muted, and ineffective initial response to the coronavirus outbreak from federal health agencies such as the Centers for Disease Control and Prevention. The president has shown that he is willing to publicly assail individual civil servants who anger him, as he did Lieutenant Colonel Alexander Vindman, the former National Security Council staffer who testified in the impeachment investigation, and so the incentive to hew to his narrative—or at least not to contradict it publicly—is overwhelming.</p>
<p>Some officials, such as Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, have sounded the alarm anyway. But even Fauci has admitted that “you don’t want to go to war with a president. . . . But you got to walk the fine balance of making sure you continue to tell the truth.”</p>
<p>Trump’s assault on the federal bureaucracy is leading the United States down a path of institutional decay followed by many once democratic, now authoritarian countries. From Argentina under Juan Perón in the mid-twentieth century to Hungary under Viktor Orban and Turkey under Recep Tayyip Erdogan today, a turning point in nearly all such tragedies has been loss of independence in the civil service and the judiciary. The playbook often starts with a would-be autocrat filling state institutions with loyalists who will parrot what the leader wants to hear. Then come the inevitable policy mistakes, as ideology and sycophancy overwhelm sound advice. But without independence and commitment to expertise, politicians, top bureaucrats, and judges double down on their mistakes, sidelining anyone who speaks out against them. As public trust in state institutions dwindles and civil servants lose their sense of accountability to the public at large, the transformation to Paper Leviathan can be swift.</p>
<p><strong>NOT TOO LATE</strong><br />
It is not too late to reverse the damage that Trump has done to U.S. institutions and to the federal bureaucracy. A first step toward doing so would be to give up the dangerous myth that the Constitution, designed masterfully by the Founding Fathers, can protect U.S. democracy even from a narcissistic, unpredictable, polarizing, and authoritarian president. James Madison proclaimed in Federalist No. 57 that “the aim of every political constitution is, or ought to be, first to obtain for rulers men who possess most wisdom to discern, and most virtue to pursue, the common good of the society; and in the next place, to take the most effectual precautions for keeping them virtuous whilst they continue to hold their public trust.” The U.S. Constitution has utterly failed on the first count. Why, then, should anyone trust it to succeed on the second?</p>
<p>No amount of constitutional checks or balances can rein in this president or another like him. The separation of powers hasn’t restrained Trump. To the extent that he has been contained, this has been thanks to the media, civil society, and the electorate. True, the House of Representatives has stood against many of Trump’s worst policies, going so far as to impeach him, but voters were the ones who forced the House to act by making their preferences clear in the midterms. Likewise, when the judiciary has acted—for example by staying Trump’s travel ban targeting majority-Muslim nations—it has often done so because of lawsuits and actions brought by organizations such as the American Civil Liberties Union.</p>
<p>With the Constitution failing to restrain the president, and the civil service under attack by him, it will take societal involvement in politics as well as leadership from state and local governments and private corporations to revitalize U.S. institutions. It won’t be enough to elect a new president in November 2020. The hard work must involve civil society and private enterprises working together with the state to tackle major institutional and economic problems.</p>
<p>That same coalition of actors will need to see the United States through the coronavirus crisis. The White House is finally acting, but it is still not doing enough. Ventilators and test kits are not yet available in anywhere close to the numbers needed, and there appears to be no coherent plan for maintaining social distancing while at the same time getting the economy working again (which will be necessary to avoid an economic meltdown). With the administration and the federal bureaucracy failing to step up, civil society, the media, and experts outside of government must put additional pressure on the administration while at the same time picking up some of the slack themselves. It is a tall order, but Taiwan offers a model of how society can help develop solutions that complement government efforts to slow the spread of the virus and limit the death toll. The United States will have to do even more to strengthen its failing health-care system and, in the process, rebuild trust in state institutions.</p>

On the contrary, we live in a pre-truth world where the truth has yet to arrive. As one of the primary currencies of politics, lies have a long history in the United States.  For instance, state sponsored lies played a crucial ideological role in pushing the US into wars in Vietnam, Iraq, and Afghanistan, legitimated the use of Torture under the Bush administration, and covered up the crimes of the financial elite in producing the economic crisis of 2008.</p>
<p>Under Trump, lying has become a rhetorical gimmick in which everything that matters politically is denied, reason loses its power for informed judgments, and language serves to infantilize and depoliticize as it offers no room for individuals to translate private troubles into broader systemic considerations. While questions about truth have always been problematic among politicians and the wider public, both groups gave lip service to the assumption that the search for truth and respect for its diverse methods of validation were based on the shared belief that “truth is distinct from falsehood; and that, in the end, we can tell the difference and that difference matters.”[1] It certainly appeared to matter in democracy, particularly when it became imperative to be able to distinguish, however difficult, between facts and fiction, reliable knowledge and falsehoods, and good and evil. That however no longer appears to be the case.</p>
<p>In the current historical moment, the boundaries between truth and fiction are disappearing, giving way to a culture of lies, immediacy, consumerism, falsehoods, and the demonization of those considered disposable. Under such circumstances, civic culture withers and politics collapses into the personal. At the same time, pleasure is harnessed to a culture of corruption and cruelty, language operates in the service of violence, and the boundaries of the unthinkable become normalized. How else to explain President Trump’s strategy of separating babies and young children from their undocumented immigrant parents in order to incarcerate them in Texas in what some reporters have called cages.  Trump’s misleading rhetoric is used not only to cover up the brutality of oppressive political and economic policies, but also to resurrect the mobilizing passions of fascism that have emerged in an unceasing stream of hate, bigotry and militarism.</p>
<p>Trump’s indifference to the boundaries between truth and falsehoods reflects not only a deep-seated anti-intellectualism, it also points to his willingness to judge any appeal to the truth as inseparable from an unquestioned individual and group loyalty on the part of his followers. As self-defined sole bearer of truth, Trump disdains reasoned judgment and evidence, relying instead on instinct and emotional frankness to determine what is right or wrong and who can be considered a friend or enemy.  In this instance, Truth becomes a performance strategy designed to test his followers’ loyalty and willingness to believe whatever he says. Truth now becomes synonymous with a regressive tribalism that rejects shared norms and standards while promoting a culture of corruption and what former New York City mayor Michael Bloomberg called an “epidemic of dishonesty.” Truth is now part of a web of relations and world view that draws its elements from a fascist politics that can be found in all the commanding political institutions and media landscapes. Truth is no longer merely fragile or problematic, it has become toxic and dysfunctional in an media ecosystem largely controlled by right wing conservatives and a financial elite who invest heavily in right-wing media apparatuses such Fox News and white nationalist social media platforms such as Breitbart News.</p>
<p>At a time of growing fascist movements across the globe, power, culture, politics, finance, and everyday life now merge in ways that are unprecedented and pose a threat to democracies all over the world. As cultural apparatuses are concentrated in the hands of the ultra-rich, the educative force of culture has taken on a powerful anti-democratic turn. This can be seen in the rise of new digitally driven systems of production and consumption that produce, shape, and sustain ideas, desires, and social relations that contribute to the disintegration of democratic social bonds and promote a form of social Darwinism in which misfortune is seen as a weakness and the Hobbesian rule of a ‘war of all against all’ replaces any vestige of shared responsibility and compassion for others.The era of post-truth is in reality a period of crisis which as Gramsci observed “consists precisely in the fact that the old is dying and the new cannot be born [and that] in this interregnum a great variety of morbid symptoms appear.”[2] Those morbid symptoms are evident in Trump’s mainstreaming of a fascist politics in which there is an attempt to normalize the language of racial purification, the politics of disposability and social sorting while hyping a culture of fear and a militarism reminiscent of past and current dictatorships.<span id="more-2681"></span><br />
Trump’s lying is the mask of nihilism and provides the ideological architecture for a form of neoliberal fascism.[3] Under such circumstances the state is remade on the model of finance, all social relations are valued according to economic calculations, and the dual project of ultra-nationalism and right-wing apocalyptic populism merge in an embrace of a toxic and unapologetic defense of white supremacy. Unsurprisingly, Trump views language as a weapon of war, and social media as an emotional minefield that gives him the power to criminalize the political opposition, malign immigrants as less than human, and revel in his role as a national mouthpiece for white nationalists, nativists, and other extremist groups.  Unconcerned about the power of words to inflame, humiliate, and embolden some of his followers to violence, he embraces a sadistic desire to relegate his critics, enemies, and those considered outside of the boundaries of a white public sphere to zones of terminal exclusion.  In this instance, truth when aligned with the search for justice becomes an object of disdain, if not pure contempt.</p>
<p>The entrepreneurs of hate are no longer confined to the dustbin of history, particularly the proto fascist era of 1930s and 1940s. They are with us once again producing dystopian fantasies out of the decaying communities and landscapes produced by forty years of a savage capitalism. Angry loners looking for a cause, a place to put their agency into play, are fodder for cult leaders. They have found one in Trump for whom the relationship between the language of fascism and its toxic worldview of “blood and soil” has moved to the center of power in the United States.   While campaigning for the mid-term 2018 elections, President Trump reached deep into the abyss of fascist politics and displayed a degree of racism, hatred, and ignorance that sent alarm bells ringing across the globe. Blind to public criticism, Trump has refused to acknowledge how his rhetoric, rallies, and interviews fan the flames of racism and anti-Semitism.  Instead, he blames the media for the violence he encourages among his followers, calls his political rivals enemies, labels immigrants as invaders, and publicly claims he is a nationalist emboldening right-wing extremist groups. Incapable of both empathy and self-reflection, he can only use language in the service of vilification, insults, and violence. Trump is the endpoint of a neoliberal culture of hyper-punitiveness amplified through a fascist politics that enshrines militarization, privatization, deregulation, manic consumerism, the criminalization of entire groups of people, and the financialization of everything. [4]</p>
<p>Fascism first begins with language and then gains momentum as an organizing force for shaping a culture that legitimates indiscriminate violence against entire groups — Black people, immigrants, Jews, Muslims and others considered “disposable.” In this vein, Trump portrays his critics as “villains,”describes immigrants as “losers” and “criminals,” and has become a national mouthpiece for violent nationalists and a myriad of extremists who trade in hate and violence. Using a rhetoric of revulsion as a performance strategy and media show to whip up his base, Trump employs endless rhetorical tropes of bigotry and demonization that set the tone for real violence.</p>
<p>Trump appears utterly unconcerned by the accusation that his highly charged rhetoric of racial hatred, xenophobia and virulent nationalism both legitimates and fuels acts of violence. He proceeds without concern about the consequences of lending his voice to conspiracy theorists claiming that George Soros is funding the caravan of migrant workers, [5] calling CNN anchor Don Lemon “the dumbest man on television,” or referring to the basketball star, LeBron James as not being very smart.  While Trump insults a variety of public figures, his attacks on African-Americans follows the standard racist stereotype of calling into question their intelligence. Meanwhile, this inflammatory invective offers a platform for inducing violence from the numerous fascist groups that support him.</p>
<p>Trump thrives on promoting social divisions that amplify friend/enemy distinctions, and he often legitimates acts of violence and expressions of radical extremism as a means of addressing them. He has stated that the neo-Nazi protesters in Charlottesville were “very fine people,” declared in 2016 “I think Islam hates us,” lied about seeing Muslims celebrate the September 11 attacks, refers to immigrants on the southern border as invaders, all the while repeatedly using the language of white nationalists and White supremacists. Moreover, he has stated without shame that he is a nationalist. In one of his rallies, he urged his base to use the word nationalism stating “You know…we’re not supposed to use that word. You know what I am? I am a nationalist, Okay? I am a nationalist. Nationalist. Nothing wrong. Use that word. Use that word.”  Not only does Trump’s embrace of the term stoke racial fears, it ingratiates him with elements of the hard right, particularly white nationalists. After his strong appropriation of the term at an October 2018 rally, Steve Bannon in an interview with Josh Robin indicated “he was very very pleased Trump used the word ‘nationalist.’”[i]</p>
<p>Trump has drawn praise from a number of white supremacists including David Duke, the former head of the Ku Klux Klan, the Proud Boys–a vile contemporary version of the Nazi Brown Shirts-and more recently by the alleged New Zealand shooter who in his Christchurch manifesto praised Trump as “a symbol of renewed white identity and common purpose.”[ii] Trump’s use of the term is neither innocent nor a clueless faux pas. In the face of a wave of anti-immigration movements across the globe, it has become code for a thinly veiled racism and signifier for racial hatred.</p>
<p>In the alleged era of post-truth, language is emptied of substantive meaning, actions are removed from any notion of social responsibility, and truth is detached from the search for justice. One consequence is the growing influence of a neo-fascist-type spectacle modeled after the emptiness and cheap pleasures of game shows, reality TV, and celebrity culture. All of which provide further opportunities for Trump to harness the public’s “free-floating anger, despair and apathy” into a celebration of militarism, hyper-masculinity, and spectacularized violence that mark his “frenzied Nuremberg-style rallies,” which serve largely as a  cauldron of race baiting and anti-Semitic demagoguery. [7]</p>
<p>There are historical precedents for this collapse of language into a form of coded militarism and racism — the anti-Semitism couched in critiques of globalization and the call for racial and social cleansing aligned with the discourse of borders and walls. Echoes of history resonate in this assault on minority groups, racist taunts, twisted references that code a belief in racial cleansing, and the internment of those who do not mirror the twisted notions of white supremacy. As Edward Luce  reminds us, we have heard this language before. He writes: “Eighty-five years ago on Thursday, Heinrich Himmler opened the Nazis first concentrating camp at Dachau. History does not repeat itself. But it is laced with warnings.”</p>
<p>In an age when civic literacy and efforts to hold the powerful accountable for their actions are dismissed as “fake news,” ignorance becomes the breeding ground not just for hate, but for a culture that represses historical memory, shreds any understanding of the importance of shared values, refuses to make tolerance a non-negotiable element of civic dialogue and allows the powerful to weaponize everyday discourse. While Trump has been portrayed as a serial liar, it would be a mistake to view this pathology as a matter of character.[8] Lying for Trump is a tool of power used to discredit any attempt to hold him accountable for his actions while destroying those public spheres and institutional foundations necessary for the possibility of a democratic politics.  At the heart of Trump’s world of lies, fake news, and alternative facts is a political regime that trades in corruption, the accumulation of capital, and promotes lawlessness, all of which provides the foundation for a neoliberalism on steroids that now merges with an unabashed celebration of white nationalism.  The post-truth era constitutes both a crisis of politics and a crisis of history, memory, agency, and education. Moreover, this new era of barbarism cannot be understood or addressed without a reminder that fascism has once again crystalized into new forms and has become a model for the present and future.</p>
<p>Fantasies of absolute control, racial cleansing, unchecked militarism, and class warfare are at the heart of an American imagination that has turned lethal. This is a dystopian imagination marked by hollow words, an imagination pillaged of any substantive meaning, cleansed of compassion, and used to legitimate the notion that alternative worlds are impossible to entertain. What we are witnessing is a shrinking of the political and moral horizons and a full scale attack on justice, thoughtful reasoning, and collective resistance.</p>
<p>Trump’s aversion to the truth resembles Orwell’s Ministry of Truth in that it provides a bullhorn for violence against marginalized groups, journalists, and undocumented immigrants, all the while disseminating its lies through a massive disimagination tweet machine. This dystopian propaganda apparatus is also fueled by a language of silence and moral irresponsibility couched in a willingness on the part of politicians and the public to look away in the face of violence and human suffering. This is the worldview of fascist politics and a dangerous nihilism— one that reinforces a contempt for human rights in the name of financial expediency and the cynical pursuit of political power.</p>
<p>In Trump’s world, the authoritarian mind set has been resurrected, bent on exhibiting a contempt for the facts, ethics, and human weakness. Trump is a 21century man without any virtues for whom success amounts to acting with impunity, using government power to sell or license his brand, hawking the allure of power and wealth, and finding pleasure in producing a culture of impunity, selfishness, and state sanctioned violence. His approach to politics echoes the merging of the spectacle with an ethical abandonment reminiscent of past fascist regimes. As Naomi Klein rightly argues, Trump “approaches everything as a spectacle” and edits “reality to fit his narrative.” [9]</p>
<p>Under the current reign of neoliberal fascism, politics extends beyond the attack on any vestige of truth, informed judgments, and constructive means of communication.      There is more at work here than the need to decode and analyze Trump’s language as a tool for misrepresenting reality and shielding corrupt practices and policies that benefit major corporations, the military, and the ultra-rich.  There is also a worldview, a mode of hegemony, which comes out of a fascist playbook, and translates into dangerous policies and practices. For instance, there is his attack on dissent evident and his support of violence against journalists and politicians who are critical of his views.  For example, in criticizing members of the Democratic Party that he labels as the radical left, he suggested one response to their opposition might be violence. He stated “O.K.? I can tell you I have the support of the police, the support of the military, the support of the Bikers for Trump. I have the tough people but they don’t play it tough until they go to a certain point, and then it would be very bad, very bad.”[10] There is more at work here than infantilizing school yard threats.  We have seen too many instances where Trump’s followers have beaten critics, attacked journalists, and shouted down any form of critique aimed at Trump’s policies — to say nothing of the army of trolls unleashed on intellectuals and journalist critical of the administration.</p>
<p>A few weeks prior to the 2018 midterm elections, a number of Trump’s outspoken critics, all of whom have been belittled and verbally attacked by Trump, were sent homemade pipe bombs in the mail. Cesar Sayoc — the man who was charged in connection with the bombings — is a strong Trump fan whose Twitter feed is littered with right-wing conspiracy theories along with an assortment of “apocalyptic, right-wing dystopian fantasies.”[11] Trump’s fans include a number of white nationalist and white supremacists who have been involved in recent killings in both Pittsburgh and New Zealand. Trump does not just fan the flames of violence with his rhetoric, he also provides legitimation to a number of white nationalist and right-wing extremists groups who are emboldened by his words and actions and too often ready to translate their hatred into the desecration of synagogues, schools, and other public sites as well as engage in violence against peaceful protesters, and in some cases commit heinous acts of violence.</p>
<p>Without a care as to how his own vicious and aggressive rhetoric has legitimated and galvanized acts of violence by an assortment of members of the “alt-right,” neo-Nazis and white supremacists, Trump refuses to acknowledge the growing threat of white nationalism and supremacy, even as he enables it with his discourse of walls, alleged invading hordes, and celebration of nativism. Trump remains silent about the fringe groups he has incited with his vicious attacks on the press, the judiciary and his political opponents. That is, he refuses to criticize them while shoring up their support my claiming he is a nationalist and surrounding himself with people like Stephen Miller who leaves little to the imagination regarding his white supremacist credentials. Trump told reporters after the Christchurch massacre that white nationalism both in the United States and across the globe was not a serious problem. In this instance, he appears clueless and incapable of empathy regarding the suffering of others, all while accelerating neoliberal and racist policies that inflict massive suffering and misery on millions. Violent fantasies are Trump’s trademark, whether expressed in his support for ruthless dictators or in his urging his followers at his rallies to “knock the crap out of” protesters. We have seen this celebration of violence in the past with its infantile appeal to a hyper-masculinity and its willingness to further engage in genocidal acts.</p>
<p>Trump is the endpoint of a malady that has been growing for decades. What is different about Trump is that he basks in his role and is unapologetic about enacting policies that further enable the looting of the country by the ultra-rich (including him) and by mega-corporations. He embodies with unchecked bravado the sorts of sadistic impulses that could condemn generations of children to a future of misery and in some cases state terrorism. He loves people who believe that politics is undermined by anyone who has a conscience, and he promotes and thrives in a culture of violence and cruelty. Trump is not refiguring the character of democracy, he is destroying it, and in doing so, resurrecting all the elements of a fascist politics that many people thought would never re-emerge again after the horrors and death inflicted on millions by previous fascist dictators. Trump represents an emergence of the ghost of the past and we should be terrified of what is happening both in the United States and in other countries such as Brazil, Poland, Turkey, and Hungary.  Trump’s ultra-nationalism, racism, policies aimed at social cleansing, his love affair with some of the world’s most heinous dictators, and his hatred of democracy echoes a period in history when the unimaginable became possible, when genocide was the endpoint of dehumanizing others, and the mix of nativist and nationalist rhetoric ended in the horrors of the camp. The world is at war once again and it is a war against democracy and Trump is at the forefront of it.</p>
<p>Trump represents a distinctive and dangerous form of American-bred authoritarianism, but at the same time he is the outcome of a past that needs to be remembered, analyzed, and engaged for the lessons it can teach us about the present. Not only has Trump “normalized the unspeakable” and in some cases the unthinkable, he has also forced us to ask questions we have never asked before about capitalism, power, politics, and, yes, courage itself.[12]  In part, this means recovering a language for politics, civic life, the public good, citizenship, and justice that has real substance.  One challenge is to confront the horrors of capitalism and its transformation into a form of fascism under Trump. There will be no real movement for change without, as David Harvey has pointed out, “a strong anti-capitalist movement,” At the same time, no movement will succeed without addressing the need for a revolution in consciousness, one that makes education central to politics. As Fred Jameson has suggested such a revolution cannot take place by limiting our choices to a fixation on the “impossible present.”[13] Nor can it take place by limiting ourselves to a language of critique and a narrow focus on individual issues.</p>
<p>What is needed is also a language of militant possibility and a comprehensive politics that draws from history, rethinks the meaning of politics, and imagines a future that does not imitate the present. We need what Gregory Leffel calls a language of “imagined futures,” one that “can snap us out of present-day socio-political malaise so that we can envision alternatives, build the institutions we need to get there and inspire heroic commitment.”[14] Such a language has to create political formations capable of understanding neoliberal fascism as a totality, a single integrated system whose shared roots extend from class and racial injustices under financial capitalism to ecological problems and the increasing expansion of the carceral state and the military-industrial-academic complex.[15] Nancy Fraser is right in arguing that we need a subjective response capable of connecting diverse racial, social and economic crises and in doing so addressing the objective structural forces that underpin them.[16]</p>
<p>William Faulkner once remarked that we live with the ghosts of the past or to be more precise: “The past is never dead. It’s not even past.”  Such a task is all the more urgent given that  Trump is living proof that we are not only living with the ghosts of a dark past, which can return. But it is also true that the ghosts of history can be critically engaged and transformed into a radical democratic politics for the future. The Nazi regime is more than a frozen moment in history. It is a warning from the past and a window into the growing threat Trumpism poses to democracy.  The ghosts of fascism should terrify us, but most importantly they should educate us and imbue us with a spirit of civic justice and collective action in the fight for a substantive and inclusive democracy.</p>

<p><span style="font-family: Trebuchet\ MS;"><a href="http://ouleft.sp-mesolite.tilted.net/?attachment_id=2372" rel="attachment wp-att-2372"><img class="alignright size-thumbnail wp-image-2372" title="sonnenberg" src="http://ouleft.sp-mesolite.tilted.net/http://ouleft.org/wp-content/uploads//sonnenberg1-150x150.jpg" alt="" width="150" height="150" /></a>I was 24 years old in 1970, when I read Shulamith Firestone’s <em>The Dialectic of Sex</em>, a year younger than she was when she wrote the book. The book catapulted me from the limitations of the Left organization of which I was a member into the world of Women’s Liberation.  There was no going back once I saw and felt the chauvinism of the Left, how women’s issues were  seen as tangential to the more important priorities of  “real” radical politics, rather than seeing feminism as “central and directly radical in itself.” Women in my organization typically played a supportive role to the men, the theorists, the writers, the speakers—we made coffee, mimeographed pamphlets, passed out the pamphlets, sometimes we spoke at meetings, and even had a women’s caucus within the organization, but, as Firestone told us, we were still “in need of male approval, in this case anti-establishment male approval, to legitimate (ourselves) politically”.</span></p>
<p><span style="font-family: Trebuchet\ MS;">When Shulamith Firestone died, at the age of 67, in 2013, ravaged by mental illness and forgotten by many, her sister, Rabbi Tirzah Firestone said in her eulogy, “She influenced thousands of women to have new thoughts, to lead new lives.  I am who I am, and a lot of women are who they are, because of Shulie.”  I was one of those women.</span></p>
<p><span style="font-family: Trebuchet\ MS;"><img style="float: left; margin: 0px 9px 2px 0px; display: inline;" src="https://cdn.opendemocracy.net/files/imagecache/wysiwyg_imageupload_lightbox_preset/wysiwyg_imageupload/521587/DIalecticSexFirestoneCover.JPG" alt="" width="269" height="229" align="left" />Recently, I took my dog eared copy of <em>The Dialectic of Sex</em> down from my bookshelf as the #MeToo movement evolved, and was once again astounded by the incendiary brilliance of the book, now nearly 50 years old.  Shulamith Firestone was the first, and maybe the only, to probe the depths to which a misogynistic patriarchy permeated our society, developing a concept of a “sexual class system” which ran deeper than economic, racial, or social divisions.  With prescient analytical perspective, she placed the traditional family structure at the core of women’s oppression.  She wrote, “Unless revolution uproots the basic social organization, the biologic family—the vinculum through which the psychology of power can always be smuggled—the tapeworm of exploitation will never be annihilated.”  While the establishment press characterized her ideas as preposterous, many of her notions of how patriarchal social organization would be “uprooted” have come to realization—in vitro fertilization, how children are socialized, children’s rights,  gay rights and the legalization of  gay marriage, the whole LGBTQ movement, ending traditional marriage roles,  the freeing of gender identity from biologic destiny.  And it is within the context of these historical developments, upending the socio-economic buttress of traditional gender roles and identities that #MeToo has emerged. These factors have given #MeToo  a power and force that previous “waves” of women’s liberation lacked, not because previous issues or efforts were any less important, but because they were unable to reach women in all levels of society, transcending class, race, profession, and age. #MeToo , with its revelations of the ubiquity of abuse and violence against women,has reached all these women.  Importantly, too, it  is a movement that began not with “leaders”, but from grass roots in communities all across the country, and, in fact, all across the world.</span></p>
<p><span style="font-family: Trebuchet\ MS;">The history of #MeToo has been obscured by the media frenzy that concurrently emerged.  Tarana Burke, an African American woman, created a non-profit organization called Me Too in 2006, to help women of color who had been sexually abused or assaulted. This was not about naming perpetrators or holding them accountable; it was only to give the affected women a voice. This, the media ignored.  But in 2017 two things happened which did get media attention:  The New York Times published revelations about Harvey Weinstein’s sexual abuse of Hollywood women, and following that, an actress, Alyssa Milano, who became aware of Tarana Burke’s work, wrote in social media, “If all the women who have been sexually harassed or assaulted wrote “Me Too” as a status, we might give people a sense of the magnitude of the problem.”  What followed was the flooding of social media with stories of abuse and harassment, and a way for women to tell their experience and stand in solidarity with other abuse survivors. In the first 24 hours of Milano’s post, more than 12 million “MeToo” posts appeared.   All these aspects of #MeToo, its mass base and its revelation of the pervasive and perverse alignment of misogyny and power, make it dangerous to the established power structure.  Not surprisingly, that power structure has responded quickly in its attack on #MeToo.</span></p>
<p><span style="font-family: Trebuchet\ MS;"><strong>Power and patriarchy defends itself</strong></span></p>
<p><span style="font-family: Trebuchet\ MS;">Efforts to maintain current power structures and cultures take multiple forms.  One of the most insidious forms of preserving the current power relationships lies with the established media.  While the “media” is not an autonomous entity, the individuals who contribute to it, the writers, the pundits, the “newsmakers”, promote in various ways the dominant culture of institutionalized sexism, and the undermining of #MeToo.  It does so in the following ways:</span></p>
<p><span style="font-family: Trebuchet\ MS;"><strong>1) It focuses on individuals, primarily celebrities or people of power</strong>—thus, the “Harvey Weinstein” phenomenon, which unleashed multiple “outings” of famous  men who abused, assaulted or harassed women.  The focus on individuals took public attention away from the mass movement underlying #MeToo.  It made the problem one of famous “bad apples”, and ignored the systemic problems that #MeToo was revealing–not about famous people, but about abuse, violence and harassment in all workplaces, in families, in doctors’ offices, in schools, in churches and temples and mosques.</span></p>
<p><span style="font-family: Trebuchet\ MS;"><strong>2) It separates the “good guys” from the “bad guys”.</strong> If there are “Bad Apples” among men, then the rest of them must be “Good Apples.”  There followed a flurry of more articles by men who professed their support of feminism, and who proclaimed they had never abused anyone, or weren’t aware that such abuse existed.  One is reminded of the white liberals who professed themselves free of racism, like the father in the film “Get Out”: “I would have voted for Obama a third time!” A few of these “good apples”, however, got caught in the media’s attention: Louis C.K., John Conyers, Al Franken. How, liberal pundits fretted, could #MeToo, take down such good guys? And it was true: none of these men had raped women. But they had engaged in various behaviors that would be considered harassing, from masturbation in front of women, to imposing unwanted kisses, to taking “comic” photographs touching the breast of a sleeping woman.  The pundits protested that these men were talented, creative, politically progressive men, and some allowance should be made. But when all was said and done, these protests were nothing more than a liberal version of the “Boys will be boys” meme, a widely held enabler of rape culture, and once again, left the underlying problems intact and unquestioned.</span></p>
<p><span style="font-family: Trebuchet\ MS;"><strong>3) It focuses on consequences and punishment of these individuals,</strong> implying that once individuals were punished, or otherwise held accountable, the problem would be solved–A few firings, new policies, maybe some reforming legislation, and the problem would go away.  These punishments, however, also left the dominant power relationships and the social-psychology of misogyny/patriarchy unchallenged.</span></p>
<p><span style="font-family: Trebuchet\ MS;"><strong>The anti-#MeToo “feminists”</strong></span></p>
<p><span style="font-family: Trebuchet\ MS;">In response to all of the above, a new wave of punditry evolved, this time mostly from other women, many calling themselves feminists, who attacked #MeToo for being a ”witch hunt”, “McCarthyism” and yes, totalitarian.  The most blatant example of this was the letter from 100 French women to Le Monde, and famously signed by Catherine Deneuve.  #MeToo was castigated for enslaving  women “to a status of eternal victim,” and further victimizing the  men “who’ve been disciplined in the workplace, forced to resign…when their only crime was to touch a woman’s knee, try to steal a kiss, talk about “intimate” things during a work meal, or send sexually charged messages to women who did not return their interest.”  This has led, the letter stated, “to a climate of totalitarian society.” The letter further defended the “freedom to offend” as essential to artistic creation and…”we defend a freedom to bother as indispensable to sexual freedom.”  Women, the letter states “need not feel traumatized by a man who rubs himself against her in the subway,” but rather should consider it a “nonevent.”  In a subsequent statement, published in Liberation, Deneuve said she signed the statement because she opposed the “media lynching” of men accused of inappropriate behavior.  One writer characterized #MeToo as responsible for the same “vigilantism” that characterized the Salem Witch Trials and the McCarthyism&#8230;.(Continued)</span></p>
<p><span id="more-2370"></span></p>
<p><span style="font-family: Trebuchet\ MS;">Masha Gessen, usually known for her writing on LGBT rights, unfortunately joined the attack on #MeToo, in the Dec 7 issue of The New Yorker, worrying about the resignation of Al Franken. “The force of the #MeToo moment leaves no room for due process.”</span></p>
<p><span style="font-family: Trebuchet\ MS;">Daphne Merkin, writing in the <em>New York Times</em>, Jan 6, 2018, was upset by the “reflexive and unnuanced sense of outrage that has accompanied this cause from its inception.”  She notes “the disturbing lack of clarity about terms being thrown around, and a lack of distinction regarding what the spectrum of objectionable behavior really is.   Shouldn’t sexual harassment, for example, imply a degree of hostility?”  She had, apparently, not come across men like the doctor at my hospital who continued to fondle and caress nurses for years, despite complaints; his defense was that he was just “an affectionate guy.” Merkin further worried , echoing the Le Monde letter, that “we seem to be returning to a victimology paradigm for young women”.  And finally, in another iteration of concern for the accused men,  wrote, “I don’t believe that scattershot, life-destroying denunciations are the way to up end (patriarchy)…to be accused is to be convicted. Due process is nowhere to be found.”</span></p>
<p><span style="font-family: Trebuchet\ MS;"><strong>Deconstructing the anti-#MeToo attacks</strong></span></p>
<p><span style="font-family: Trebuchet\ MS;">There are several common threads in these attacks on #MeToo:</span></p>
<p><span style="font-family: Trebuchet\ MS;">They mistake the media representation of the movement for the reality of the movement.  As Tarana Burke herself noted, Me Too was never about outing the predators and punishing them; it was intended to provide a voice, and a safe and supportive place, for women to talk about what they had experienced. These women were primarily women of color and women in the workplace.   The focus on high level predators and celebrity “survivors” was the work of the media.  This disconnect between the media representation from the underlying reality brings to mind the issues raised by Guy Debord, in his 1967 work, The Society of the Spectacle, in which he showed how authentic social life was supplanted by its representation: “All that once was directly lived has become mere representation” and in which the “spectacle supplants genuine activity.”  Debord could have been describing these anti-#MeToo pundits when he wrote, “they can never lastingly free themselves from the crushing presence of media discourse.” Indeed, the “feminist” pundits, in their acceptance of the obfuscations of media discourse and the spectacle that the media promotes, in this case the focus on high profile predators and celebrity “victims”, succumb to what Debord calls a “degradation of knowledge, with a hindering of critical thought.”<br />
</span></p>
<p><span style="font-family: Trebuchet\ MS;">They are naively a-historical and intellectually irresponsible at best, and enabling of patriarchy at worst, in taking  the Salem Witch Trials, McCarthyism  and lynching out of their historical contexts. In so doing, they take these momentously important historical events, and turn them into a defense of the powerful.   In fact, lynching, Salem and McCarthy represented attacks by the powerful against the powerless.   Their use of the word “lynching” recalls, ironically,  Clarence Thomas’ characterization of the 2011 hearings involving the complaint of sexual harassment made by Anita Hill, as “A high tech lynching for uppity blacks.”  Lynching represented the most brutal and violent form of racism. In the case of Salem, it was the power of the church and local government against women, and in the case of McCarthy, that of the state against people who had expressed left wing political ideas.  Far from being similar to these historical cases, the #MeToo movement is just the opposite, and represents the voice of the powerless, rejecting the passivity of victimhood, speaking against the powerful, challenging the patriarchal norms that have silenced them in the past.<br />
</span></p>
<p><span style="font-family: Trebuchet\ MS;">They misunderstand and misuse the concept of “due process.” Due process is a legal concept, invoked to ensure that the government follows the rule of the Constitution.  Corporations, businesses and the media are not government entities, and due process does not apply. As one legal scholar notes, “The Constitution doesn’t oblige NBC to retain Matt Lauer until a court somewhere finds him guilty of a sex crime.” (C.Emba, The Washington Post, Dec 2017). It is company management that is firing people, for fear of threats to their financial bottom line.  To date, we have seen only one case tried in court, that of the Olympic doctor, Larry Nassar.  Nassar, who was certainly given due process, received a 40-125 year sentence after over one hundred brave young women testified against his abuse. Beyond that, we have not seen mass firings or incarcerations of men for flirting, and nor have we seen mass numbers of men with “ruined” lives.  Of the famous and celebrity men who have had consequences for their actions, some have lost current jobs, most have lost some reputation, but nearly all will continue to live their lives in the manner to which they are accustomed.   #MeToo has led to a beginning shift in how power dynamics are perceived, and those most upset by this process are those who are realizing that they no longer have carte blanche in their behavior toward employees, patients, students, co-workers, etc.<br />
</span></p>
<p><span style="font-family: Trebuchet\ MS;">An additional theme of the “feminist” critics is that #MeToo has been “unnuanced” (Merkin) in its outrage against assault and harassment, that they blurred distinctions between rape/assault and harassment/flirting. The “unnuanced” theme was strong in the French letter–a man rubbing himself against a woman in the subway was a “nonevent”, and “…we defend a freedom to bother as indispensable to sexual freedom.”  And here again, these critics ignore that the #MeToo has never misunderstood the difference between physical violence and physical or verbal harassment. Rosa Parks, in her protest against the segregated seating of Montgomery buses, did not for one minute blur the distinction between lynching and other forms of segregation. She saw that racism was manifest on a spectrum, and that all forms were connected , and had to be revealed as such.  Similarly, Tarana Burke articulated, “Sexual violence happens on a spectrum, and I think that accountability should happen on a spectrum as well”.   #MeToo reveals  the pervasiveness of misogynistic behavior, in all its varied forms.  There has been no irrational excess in the #MeToo movement—what women are describing is real, and whether it is actual rape or sexual harassment of any number of other means, including unwanted “bothering”, the message it sends to women is clear: You are less important, your concerns are irrelevant, and you should be silent. Further, it is noteworthy that the female detractors of  #MeToo choose to ignore the profound and lasting psychological effects that any of these acts of sexual aggression have on women.  As the Olympian Aly Reisman stated at the Nassar trial, “The effects of your actions are far reaching. Abuse goes way beyond the moment, often haunting survivors for the rest of their lives, making it difficult to trust and impacting their relationships.”<br />
Ultimately, one must ask WHY these anti#MeToo criticisms are being made.  And here we have to remember Firestone’s words, “Power, however it has evolved, whatever its origins, will not be given up without a struggle.” The women who have attacked #MeToo, in their overwrought spectrum of arguments, are all upper middle class, privileged, white, cis, and while they may call themselves feminist, they exhibit little empathy for the working class, black, brown, Asian women who struggle against male power.  But even more important, and sadly, these anti#MeToo attackers fall into a long line of women who protect a threatened patriarchy from change.  Since the first wave of feminism, the Suffrage Movement, in the 1920’s, there have been women who have proven that there are no more effective advocates of the patriarchal status quo than women themselves.  These proclaimed feminists are the most intimate betrayers of a movement that lifts up women’s voices.</span></p>
<p><span style="font-family: Trebuchet\ MS;">*******</span></p>
<p><span style="font-family: Trebuchet\ MS;">Regardless of whether #MeToo represents new wave of feminism, or a continuity of “fourth wave” feminism using the power of social media, it still has roots in the earlier battles, for the right to vote ,  for access to professions and equal rights,  and of the battles fought by the radical feminists of the 60’s and 70’s.  This new “wave”, however, may prove to be a tsunami, because it touches all women, in all races, classes, ethnicities, in their homes, their work and their communities.  The Women’s March of January 21, 2018 proved to be the largest day of demonstration in US history, involving 600 cities, and an estimated 4.2 million people (studies by the University of Connecticut and University of Denver). This mass demonstration was unquestionably fueled by the power of the #MeToo movement.  This tsunami of feminism may have the power to break, finally, the hegemony of the culture of patriarchy and misogyny.</span></p>
<p><span style="font-family: Trebuchet\ MS;">The Challenges of #MeToo</span></p>
<p><span style="font-family: Trebuchet\ MS;">The current feminist movement does have challenges to face.</span></p>
<p><span style="font-family: Trebuchet\ MS;"><strong>First, it must distinguish itself from media’s false representation and cooptation.</strong> It need to develop its own media savy and ability to make clear what it does and does not stand for.</span></p>
<p><span style="font-family: Trebuchet\ MS;"><strong>Second, it must work to reconcile its own internal antagonisms involving race and class.</strong> The movement must resist the tendency, encouraged by media, to focus on the experiences of white, middle class, women. While all women experience the effects of patriarchy and misogyny in many ways, the movement must be conscious of and sensitive to the different experiences that women of color, and of differing ethnicities, face.  Shulamith Firestone recognized early on how intricately sexism and racism were related–nearly 50 years later, the evidence is even more compelling.  The problem is heart-breakingly complicated for black women who must deal with the contradictions of simultaneously protesting the violence against black men (Black Lives Matter was started by black women) and dealing with the violence by black men against black women in the home, on the street, and in the workplace.  This contradiction was faced even by those women in the forefront of the Black Power movement of the 1960’s and 70’s. Elaine Brown, in her book, A Taste of Power: A Black Woman’s Story, notes that “It was a given that the entire Black Power movement was handicapped by the limited roles the Brothers allowed the Sisters, and by the outright oppressive behavior of men toward women.”  Brown came to realize that “The feminists were right. The value of my life had been obliterated as much by being female as by being black and poor.  Racism and sexism in America were equal partners in my oppression.”</span></p>
<p><span style="font-family: Trebuchet\ MS;">Similarly, this must be a movement that involves working class women as well as middle class women.  Studies by the Center for American Progress have shown that working-class women are the most likely victims of work place sexual harassment and assault. Waitresses and retail clerks are followed closely by hotel housekeepers, manufacturing workers and those in health care in their likelihood of facing harassment on the job. A 2010 study of farmworker women found that 80 percent had experienced sexual harassment at work.  And belonging to a union doesn’t necessarily provide protection:  The SEIU and AFL-CIO have both ousted top male staff for workplace sexual abuse. (Labor Notes, March, 2014)</span></p>
<p><span style="font-family: Trebuchet\ MS;">The challenge, then, is to forge a movement of solidarity at the same time acknowledging race and class differences in the ways women experience patriarchy/misogyny.  That solidarity will require a level of trust and empathy that remains to be developed.  Gillian White, writing in The Atlantic, expressed it well: “The social hierarchy that determines whose voices are heard—and who is believed—is more complex than looking at men vs. women.  The millions of women who don’t fit the categories of straight, cisgendered, white and wealthy could tell you as much.” This wave of feminism was begun by women of color, and they most likely will provide the leadership in how to meet these challenges.</span></p>
<p><span style="font-family: Trebuchet\ MS;"><strong>Finally, this movement must begin to expand its goals beyond articulating the reality of misogynistic culture,</strong> to developing solutions for change and visions of how a non-misogynistic culture might look. Punishing men, no matter how appropriate, will not significantly change the culture or the power relationships that bolster patriarchy.  Rather, we must begin to look at the way patriarchy dehumanizes both men and women—how it cuts men off from their feelings, how it prevents them from experiencing empathy. These dehumanizing gender norms begin in childhood, and so we must look more closely at the ways our children are socialized.  Further, men must begin the difficult and uncomfortable process of becoming conscious of their own enabling of a culture of misogyny.  Ignorance of the problem is no longer an option.  As Rebecca Solnit has said, “…ignorance is one form of tolerance, whether it’s pretending we are in a color blind society, or one in which misogyny is some quaint old thing we’ve gotten over.”  And as Shulamith Firestone put it, “…the goal of feminist revolution must be…not just the elimination of male privilege, but the sex distinction itself.”  It remains for this new movement to begin imagining, collectively and drawing from the wisdom of its elder sisters, what a non-misogynistic and non-patriarchal culture might look like, and what it will take to realize that vision.  Some ideas that come to mind:</span></p>
<p><span style="font-family: Trebuchet\ MS;">A changed approach to the environment and ecology, as the male “domination of nature” approach has led only to continuing abuse of the environment.  We might look forward to a more nurturing and care-giving approach to nature and a healing of the harms inflicted on our planet.<br />
</span></p>

<li><span style="font-family: Trebuchet\ MS;">Radical changes in the structure of the family, including separation of defined roles from gender, and more sharing of homemaking chores as well as of breadwinning responsibilities.  Many men may, in fact, also feel liberated from the sole burden of economic support of the family.  We might see more exploration of collective structures in supporting families, and in the raising of children–changes in the socialization of children would occur, such that boys might be freed from the two headed monster of rational hypertrophy and emotional atrophy.  Girls could be freed from expected passivity, and allowed to explore their adventurousness and initiative.</span></li>
</ul>
</ul>
<p>&nbsp;</p>
<ul>
<li><span style="font-family: Trebuchet\ MS;">Democratization of workplace relationships, challenging the power inequalities that underlie so much of the harassment that currently occurs. Shared shifts could enable parents to work as well as spend more time with their families. We might see exploration of more forms of worker involvement in management decisions, including shareholding and workers’ cooperatives.</span></li>
<li><span style="font-family: Trebuchet\ MS;">A changed approach to conflict resolution, with an emphasis on reconciliation rather than aggressive approaches, resulting in a more peaceful relationship between individuals, as well as groups and nations.</span></li>
<li><span style="font-family: Trebuchet\ MS;">A more reciprocal relationship between leaders and the led in  organizations and unions, as leaders develop more ability to listen and the rank and file develops more confidence in its own agency and creativity.</span></li>
<li><span style="font-family: Trebuchet\ MS;">A general re-exploration of sexuality, intimacy and love, freed from the limitations of gender and power defined behavior and roles, leading to more authenticity and safe vulnerability in relationships.</span></li>
</ul>

<p>&nbsp;</p>
<p>As it addresses these challenges, this wave of feminism, of which #MeToo may be the vanguard, will herald a transformative process, a process that would be both revolutionary and healing.  I wish Shulamith Firestone were here to witness and comment on this moment. The struggle and potential for women and men to lead new lives is stronger than ever. There is still much work to do, leadership to emerge, organizing and theory to be developed, but the era of silence and shame is coming to an end.</p>

<p><span style="font-family: Trebuchet MS; font-size: x-small;">Oct 3, 2017 &#8211; John Judis has all the right intentions. He’s looking at the resurgence of openly democratic socialist currents in the United States with a mix of excitement and trepidation. Excitement, because he knows how desperately the country’s workers need social reforms. Trepidation, because he worries that the new left might fall into the familiar traps of insularity and sectarianism.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">But while Judis wants us to change society for the better, his response to the failures of twentieth-century state socialism would lead us into the dead end of twentieth-century social democracy.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">In his New Republic essay “The Socialism America Needs Now,” Judis makes a passionate plea for the rebuilding of a social-democratic movement — or what he calls “liberal socialism.” He contends that the welfare state and democratic regulation of a capitalist economy should be the end goal for socialists, as past efforts at top-down nationalization and planning yielded the repressive societies and stagnant economies of the Soviet bloc. In contrast, Judis argues, the Scandinavian states are dynamic capitalist economies that are still far more equitable and humane than the United States.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">For him, socialism — democratic control over workplaces and the economy — consists of “old nostrums” whose days have past.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">Of course, we urgently need the reforms that Judis and the movement around Bernie Sanders advocate for. No democratic socialist could oppose efforts to guarantee public provision of basic needs and take key aspects of economic and social life like education, health care, and housing out of the market. It would, as Judis writes, “bring immeasurable benefit to ordinary Americans.”</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">But we have moral reasons to demand something more. After all, we can’t have real political democracy without economic democracy. Corporations are “private governments” that exercise tyrannical power over workers and society writ large. The corporate hierarchy decides how we produce, what we produce, and what we do with the profits that workers collectively make.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">To embrace radical democracy is to believe that any decision that has a binding effect on its members — say, the power to hire or fire or control over one’s work hours — should be made by all those affected by it. What touches all, should be determined by all.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">At minimum, we should demand an economy in which various forms of ownership (worker-owned firms, as well as state-owned natural monopolies and financial institutions) are coordinated by a regulated market — an economy that enables society to be governed democratically. In an undemocratic capitalist economy, managers hire and fire workers; in a democratic socialist economy, workers would hire those managers deemed necessary to build a content and productive firm.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;"><strong>They Won&#8217;t Let Us Keep Nice Things</strong></span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">This, however, isn’t a debate about the contours of the world we would like to see. While Judis rejects the desire of socialists (and the historic goal of social democracy itself) to create a radical democracy after capitalism, he does so largely on pragmatic grounds. The old vision, for him, is “not remotely viable.”</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">Yet history shows us that achieving a stable welfare state while leaving capital’s power over the economy largely intact is itself far from viable. Even if we wanted to stop at socialism within capitalism, it’s not clear that we could. </span></p>
<p><span id="more-2282"></span></p>

<p><span style="font-family: Trebuchet MS; font-size: x-small;">Since the early 1970s, the height of Western social democracy, corporate elites have abandoned the postwar “class compromise” and sought to radically restrict the scope of economic regulation. What capitalists grudgingly accepted during an exceptional period of postwar growth and rising profits, they would no longer.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">The past forty years have witnessed an ideological and political war against once-powerful labor movements and the welfare states they helped build. This bipartisan class war advocated for the four “d”s of neoliberalism: deregulating the economy, decreasing progressive taxation; decreasing the scope of public goods; and decreasing the power of organized labor.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">Corporations also moved their investment in production to newly industrializing nations or lower-wage regions and automated much of the higher-skilled manufacturing that remained. The focus of corporate profitability shifted to the FIRE economy (finance, insurance, and real estate), an economy based heavily on speculation and a low-wage service economy that mostly serves the richest earners.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">So did it have to end this way? Could the old welfare state not only have survived but been expanded? Yes, but that would have required pushing back against capital’s power to withhold investment. Simply put, that would have required a more radical socialism. </span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">Many of the last generation’s social democrats knew that capital would disinvest from societies that enjoyed strong social rights. Back in the 1970s and ‘80s there were important attempts to gain greater control over capital to prevent just that. </span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">Left social democrats in the Swedish labor federation advanced the Meidner Plan, which would have taxed corporate profits over a twenty-five-year period to achieve social ownership of major Swedish corporations. The Socialist-led and Communist-supported government in France under François Mitterrand from 1981 to 1983 nationalized 25 percent of French industry overnight and radically expanded labor rights (mandating collective bargaining in firms of fifty workers or more).</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">Of course, these attempts and others were defeated. France faced a real capital strike, whereas the Swedish Social Democrats pulled back from adopting the Meidner Plan out of fears of such a strike. The lag in corporate investment created a recession in France that led to a major conservative victory in the 1985 parliamentary elections. Mitterrand had to denationalize firms and adopt budgetary austerity.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">Judis mentions in passing social democracy’s rightward lurch over the past thirty years. But he fails to mention the extent of its neoliberalization or the historical lesson we must draw: when capital goes on the offensive, either labor must do the same or it will be forced to retreat. </span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">In short, Judis writes out of history the conscious corporate offensive against constraints on its power.  To sustain even the modest reforms he sees as the horizon of socialism, we need to legitimate a greater role for democratic and state regulation of capital.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">Private capital simply refuses to invest in those goods needed to overcome radical inequality: affordable housing, mass transit, alternative energy, and job retraining. Capital is often reluctant to risk heavy investment in natural monopolies that almost inevitably come under state regulation or ownership (no company would invest in a competing alternative energy grid). Judis does not speak of the climate crisis, yet there is no road to solving it short of massive public investment and control over utilities. </span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">Of course, the United States is the place where “social democracy in one country” would be the most economically viable. Our domestic market is as large as the European Union’s, and we control our own global currency. We are a wealthy society that could easily afford universal health, elder, and child care, as well as high quality education for all. But on the road to achieving those nice things, corporations would resist and deploy their most powerful tactic: the capital strike.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">Social democrats like Judis refuse to grapple with this, causing them at key moments to sound the retreat and accommodate capitalist forces, eroding the very reforms they hope to preserve.</span></p>
<p><span style="font-family: Trebuchet MS; font-size: x-small;">To chart a different course, we would need a militant labor movement and a mass socialist presence strengthened by accumulated victories, looking to not merely tame but overcome capitalism. A socialism that refuses to deal with the “old nostrums about ownership and control of the means of production” will not only fall short of our democratic expectations of what a just society would look like — it will doom us to failure.</span></p>

<p><font size="2" face="Trebuchet MS">May 12, 2017 &#8211; Seventy-three years ago, The New York Times asked the sitting vice president to write an article about whether there are fascists in America, and what they’re up to.     <br />&#160; <br />It was an alarming question. And the vice president took it quite seriously. His article, “The Danger of American Fascism,” described a breed of super-nationalist who pursues political power by deceiving Americans and playing to their fears, but is really interested only in protecting his own wealth and privilege.      <br />&#160; <br />That vice president was my grandfather, Henry A. Wallace. And in my view, he predicted President Trump.      <br />&#160; <br />To be clear, I don’t think the precise term “fascism” — as in Mussolini and Hitler — is fairly applied to Mr. Trump. Mussolini was a proponent of “corporatism,” defined by some as “a merger of state and corporate power.” And through that lens, using that term, my grandfather’s warning looks prescient.      <br />&#160; <br />My grandfather warned about hucksters spouting populist themes but manipulating people and institutions to achieve the opposite. They pretend to be on the side of ordinary working people — “paying lip service to democracy and the common welfare,” he wrote. But at the same time, they “distrust democracy because it stands for equal opportunity.”      <br />&#160; <br />They invariably put “money and power ahead of human beings,” he continued. “They demand free enterprise, but are the spokesmen for monopoly and vested interest.” They also “claim to be super-patriots, but they would destroy every liberty guaranteed by the Constitution.”      <br />&#160; <br />They bloviate about putting America first, but it’s just a cover. “They use isolationism as a slogan to conceal their own selfish imperialism.”      <br />&#160; <br />They need scapegoats and harbor “an intensity of intolerance toward those of other races, parties, classes, religions, cultures, regions or nations.”      <br />&#160; <br />The 19th century saw the political rise of wealthy Prussian nobility, called Junkers, who were driven by “hatred for other races” and “allegiance to a military clique,” with a goal to place their “culture and race astride the world.”</font></p>
<p><span id="more-2257"></span>
<p><font size="2" face="Trebuchet MS">&#160; <br />My grandfather acknowledged the great difference between American fascists and other countries’ murderous authoritarians. The American breed doesn’t need violence. Lying to the people is so much easier.      <br />&#160; <br />They “poison the channels of public information,” he wrote. Their “problem is never how best to present the truth to the public but how best to use the news to deceive the public” into giving them more money or power.      <br />&#160; <br />In fact, they use lies strategically, to promote civic division, which then justifies authoritarian crackdowns. Through “deliberate perversion of truth and fact,” he said, “their newspapers and propaganda carefully cultivate every fissure of disunity.”      <br />&#160; <br />Thus might lying about unprecedented high crime rates legitimize a police state. Lying about immigrants being rapists and terrorists might justify a huge border wall, mass expulsions and religion-based immigration bans. Lying about millions of illegal votes might excuse suppression of voting by disfavored groups.      <br />&#160; <br />Here’s one of my favorites: Autocrats “give currency to snide suspicions without foundation in fact.” That sounds like birtherism. There are other examples. “Largest” inaugural crowd ever. “I won the popular vote” and “Obama had my ‘wires tapped.’ ” Climate change is “nonexistent” and “mythical.” “The Russia-Trump collusion story is a total hoax” and the F.B.I.’s investigation into it — now jeopardized by the firing of the F.B.I. director, James Comey, this week — was a “taxpayer funded charade.”      <br />&#160; <br />And what is the ultimate goal? “Their final objective toward which all their deceit is directed is to capture political power so that, using the power of the state and the power of the market simultaneously, they may keep the common man in eternal subjection.”      <br />&#160; <br />That sounds like Mussolini and his embrace of “corporatism” — the marriage of government and corporate power. And it also sounds like President Trump.      <br />&#160; <br />The antidote? For my grandfather, it lay in that phrase the “common man.” In 1942, he famously rebutted conservatives calling for an “American Century” after the war — America, the greatest country on earth, dominating the world.      <br />&#160; <br />Nonsense, my grandfather said in that speech: We Americans “are no more a master race than the Nazis.” He called for a “century of the common man” — ordinary people, standing up and fighting for their rights, with decent jobs, organized (into unions), demanding accountable government committed to the “general welfare” rather than the privilege of the few, and decent schools for their kids (teaching “truths of the real world”). Democracy, he said in his 1944 essay, must “put human beings first and dollars second.”      <br />&#160; <br />If there’s any comfort in his essay 73 years ago, it is that this struggle is not new. It wasn’t even new then. <p>   <font size="2" face="Trebuchet MS">Au 16, 2016 &#8211; The Republican party, its leaders like to say, is a party of ideas. Debates over budgets and government programmes are important, but they must be conducted with an eye on the bigger questions – questions about the character of the state, the future of freedom and the meaning of virtue. These beliefs provide the foundation for a conservative intellectual establishment – thinktanks such as the American Enterprise Institute, magazines such as National Review, pundits such as George Will and Bill Kristol – dedicated to advancing the right’s agenda.</font></p>
<p><font size="2" face="Trebuchet MS">Over the last year, that establishment has been united by one thing: opposition to </font><a href="https://www.theguardian.com/us-news/donaldtrump"><font size="2" face="Trebuchet MS">Donald Trump</font></a><font size="2" face="Trebuchet MS">. Republican voters may have succumbed to a temporary bout of collective insanity – or so Trump’s critics on the right believe – but the party’s intelligentsia remain certain that entrusting the Republican nomination to a reality television star turned populist demagogue has been a disaster for their cause and their country. Whatever Trump might be, he is not a conservative.</font></p>
<p><font size="2" face="Trebuchet MS">That belief is comforting, but it is wrong. Trump is a unique character, but the principles he defends and the passions he inflames have been part of the modern American right since its formation in the aftermath of the second world war. Most conservative thinkers have forgotten or repressed this part of their history, which is why they are undergoing a collective nervous breakdown today. Like addicts the morning after a bender, they are baffled at the face they see in the mirror.</font></p>
<h3><font size="2" face="Trebuchet MS">But not all of the right’s intellectuals have been so blind. While keepers of the conservative flame in Washington and New York repeatedly proclaimed that Trump could never win the Republican nomination, in February a small group of anonymous writers from inside the conservative movement launched a blog that championed “Trumpism” – and attacked their former allies on the right, who were determined to halt its ascent. In recognition of the man who inspired it, they called their site the</font><a href="http://jagrecovered.blogspot.co.uk/"><font size="2" face="Trebuchet MS"> Journal of American Greatness.</font></a></h3>
<p><font size="2" face="Trebuchet MS">Writing under pseudonyms borrowed from antiquity, such as </font><a href="https://en.wikipedia.org/wiki/Decius"><font size="2" face="Trebuchet MS">“Decius”</font></a><font size="2" face="Trebuchet MS">, the masked authors described the site, called JAG by its fans, as the “first scholarly journal of radical #Trumpism”. Posts analysing the campaign with titles such as The Twilight of Jeb! alternated with more ambitious forays in philosophy such as Paleo-Straussianism, Part I: Metaphysics and Epistemology. More intellectually demanding than the typical National Review article, the style of their prose also suggested writers who were having fun. Disquisitions on Aristotle could be followed by an emoji mocking the latest outraged responses to Trump.</font></p>
<p><font style="font-weight: bold" size="2" face="Trebuchet MS">The Republican intellectual establishment is united against Trump – but his message of cultural and racial resentment has deep roots in the American right </font></p>
<p><font size="2" face="Trebuchet MS">The authors at JAG were not all backing Trump himself – officially, they were “electorally agnostic” – but they were united by their enthusiasm for Trumpism (as they put it, “for what Trumpism could become if thought through with wisdom and moderation”). They dismissed commentators who attributed Trump’s victory to his celebrity, arguing that a campaign could not resonate with so many voters unless it spoke to genuine public concerns.</font></p>
<p><font size="2" face="Trebuchet MS">JAG condensed Trumpism into three key elements: economic nationalism, controlled borders and a foreign policy that put American interests first.</font></p>
<p><font size="2" face="Trebuchet MS">These policies, they asserted, were a direct challenge to the views of America’s new ruling class – a cosmopolitan elite of wealthy professionals who controlled the commanding heights of public discourse. This new ruling class of “transnational post-Americans” was united by its belief that the welfare of the world just happened to coincide with programmes that catered to its own self-interest: free trade, open borders, globalisation and a suite of other policies designed to ease the transition to a post-national future overseen by enlightened experts. In the language of JAG, they are the “Davoisie”, a global elite that is most at ease among its international peers at the </font><a href="https://www.theguardian.com/business/2015/jan/21/-sp-davos-guide-world-economic-forum"><font size="2" face="Trebuchet MS">World Economic Forum</font></a><font size="2" face="Trebuchet MS"> in Davos and totally out of touch with ordinary Americans.</font></p>
<p><font size="2" face="Trebuchet MS">Mainstream conservatives and their liberal counterparts were equally complicit in sustaining this regime, but JAG focused its attention on the right. Leading Republican politicians and the journalists who fawned over them in the rightwing press were pedlars of an “intellectually bankrupt” doctrine whose obsessions – cutting taxes, policing sexual norms, slashing government regulation – distracted from “the fundamental question” Trump had put on the agenda: “destruction of the soulless managerial class”.</font></p>
<p><strong><font size="2" face="Trebuchet MS">A dissenting minority has been waging a guerrilla war against the conservative establishment for three decades</font></strong></p>
<p><font size="2" face="Trebuchet MS">JAG unleashed salvo after salvo against “Conservatism Inc”, the network of journals and thinktanks that, along with talk radio and Fox News, has made defending the party of ideas into a lucrative career path. “If Trump ends up destroying the Republican party,” they wrote, “it is because the Republican party, as it exists today, is little more than a jobs programme for failed academics and journalists.”</font></p>
<p><font size="2" face="Trebuchet MS">News of JAG began circulating on the right shortly after its debut early in the primary season. “The first time I heard someone refer to it, I thought it was a joke,” says former George W Bush speechwriter David Frum. But it quickly found an audience. “They got a huge response almost immediately,” says conservative activist Chris Buskirk, who recalled excited emails and frantic texting among his colleagues. In June, the Wall Street Journal columnist and former </font><a href="https://www.theguardian.com/us-news/ronald-reagan"><font size="2" face="Trebuchet MS">Ronald Reagan</font></a><font size="2" face="Trebuchet MS"> speechwriter Peggy Noonan alerted her readers to the “sophisticated, rather brilliant and anonymous website”. A link from the popular rightwing website Breitbart News drove traffic even higher, and JAG seemed poised to shape the discussion over the future of conservatism.</font></p>

<p><font size="2" face="Trebuchet MS">Then it disappeared. Months of posts, totalling more than 175,000 words, were scrubbed from the internet, replaced by </font><a href="http://journalofamericangreatness.blogspot.co.uk/"><font size="2" face="Trebuchet MS">a note labelling the site an “inside joke” </font></a><font size="2" face="Trebuchet MS">that had spiralled out of control. Within the right, rumours swirled about the real motives behind the vanishing act; fans of JAG took its self-immolation as further evidence that the conservative establishment would not tolerate any dissent. But the brief life of the Journal of American Greatness did more than provide grist for feverish speculation on Twitter. Patrolling the boundaries of acceptable thought on the right has always been one of the central duties of the conservative intellectual, and JAG’s voluntary purging was the latest chapter in a long battle to define the meaning of conservatism.</font></p>
<h3><font size="2" face="Trebuchet MS">Conservatives tend to portray their cause as the child of a revolt against the liberal status quo that began in the aftermath of the second world war, gained momentum in the 1950s when a cohort of intellectuals supplied the right with its philosophical underpinning, attained political consciousness in Barry Goldwater’s 1964 presidential campaign, and won vindication with Ronald Reagan’s election to the White House. Ideas have consequences, they proclaimed. Just look at us.</font></h3>
<p><font size="2" face="Trebuchet MS">But there is another way of interpreting the history of the American right, one that puts less emphasis on the power of ideas and more on power itself – a history of white voters fighting to defend their place in the social hierarchy, politicians appealing to the prejudices of their constituents so they can satisfy the wishes of their donors, and the industry that has turned conservatism into a billion-dollar business.</font></p>

<p><font size="2" face="Trebuchet MS">This is the explanation preferred by leftwing critics, who typically regard the Republican party as a coalition fuelled by white nationalism and funded by billionaires. But this line of attack also has a long history on the right, where a dissenting minority has been waging a guerrilla war against the conservative establishment for three decades. Now the unlikely figure of Donald Trump has brought in a wave of reinforcements – over 13 million in the primaries alone. Their target is the managerial elite, and their history begins in the run-up to the second world war, when a forgotten founder of modern American conservatism became a public sensation with a book that announced the dawning of a civilisation ruled by experts.</font></p>

<p><font size="2" face="Trebuchet MS">The Managerial Revolution: What Is Happening in the World was the most unlikely bestseller of 1941. The author, James Burnham, was a philosophy professor at New York University who until the previous year had been one of Leon Trotsky’s most trusted counsellors in the US. Time called Burnham’s work a grim outline of “the totalitarian world soon to come” that was “as morbidly fascinating as a textbook vivisection”.</font></p>
<p><font size="2" face="Trebuchet MS">The son of a wealthy railway executive, Burnham graduated near the top of his class in Princeton in 1927 before studying at Oxford and then securing his post at NYU. But the Great Depression radicalised him, and he began a double life, lecturing on Aquinas by day and polemicising against capital by night. By 1940, Burnham had lost his faith in the revolution of the proletariat. While Trotsky denounced his erstwhile disciple as an “educated witch doctor”, Burnham started work on the book that would justify his apostasy.</font></p>
<p><font size="2" face="Trebuchet MS">According to Burnham, Marxists were right to anticipate capitalism’s imminent demise but wrong about what would come next. Around the turn of the 20th century, he claimed, the scale of life had changed. Population growth surged, immense corporations gobbled up smaller rivals, and government officials struggled to expand their powers to match the growing size of the challenges they faced.</font></p>
<p><font size="2" face="Trebuchet MS">These structural changes fundamentally altered the distribution of power in society. In the 18th century, authority had rested with aristocrats; in the 19th century with capitalists; in the 20th century it had passed on to the managers, whose authority derived from their unique ability to operate the complex institutions that now dominated mass society.</font></p>
<p><font size="2" face="Trebuchet MS">Technocrats had become the new ruling class. According to Burnham, fascism, Stalinism and Franklin D Roosevelt’s New Deal were all products of this transformation, and there was no use struggling against the world that was coming into being – a world where state ownership of the means of production had become the norm, where sovereignty had shifted to a bureaucratic elite, and where the globe was divided into rival superstates.</font></p>
<p><font size="2" face="Trebuchet MS">Burnham was not the first to foresee a society run by managers, but the arguments he borrowed from others took on a different meaning when brought together in this form. His sweep was global, his narrative reached back centuries, and he almost seemed to welcome a totalitarian future. For Burnham, the only sensible response to the managerial revolution was to recognise that it had occurred and accept there was no point in trying to bring back a world that was already lost. This bleak forecast captured the public imagination. Fortune called it “the most debated book published so far this year” and it went on to sell more than 200,000 copies.</font></p>

<p><font size="2" face="Trebuchet MS">But Burnham quickly moved on to new territory. His true subject, he concluded, was power, and to understand power he needed a theory of politics. Marx had been his guiding influence in The Managerial Revolution; now he turned to Machiavelli, constructing the genealogy of a political theory that began with the author of The Prince and continued into the present.</font></p>
<p><font size="2" face="Trebuchet MS">For a Machiavellian, Burnham wrote, politics was an unending war for dominance: democracy was a myth, and all ideologies were thinly veiled rationalisations for self-interest. The great mass of humanity, in Burnham’s dark vision, would never have any control over their own lives. They could only hope that clashes between rival elites might weaken the power of the ruling class and open up small spaces of freedom.</font></p>
<p><font size="2" face="Trebuchet MS">Burnham’s newfound zeal for defending freedom led him, in 1955, to a conservative magazine called National Review, and to the magazine’s charismatic young founder, </font><a href="http://www.nytimes.com/2008/02/27/business/media/27cnd-buckley.html?_r=0"><font size="2" face="Trebuchet MS">William F Buckley Jr</font></a><font size="2" face="Trebuchet MS">. Buckley’s goal was to turn a scattered collection of reactionaries into the seeds of a movement. His journal set out to make the right intellectually respectable, stripping it of the associations with kooks and cranks that allowed liberals to depict it as a politics for cave-dwellers who had not reconciled themselves to modernity. Burnham was there at the start, one of five senior editors on the masthead of the first issue.</font></p>
<p><font size="2" face="Trebuchet MS">Soon Burnham was Buckley’s ranking deputy. But in an editorial staff riven by abstract debates between ardent libertarians and devout Christians, Burnham was the pragmatist who urged his colleagues not to ask politicians for more than the electorate would accept. For the right to win over working-class voters, Burnham argued, the movement had to embrace a more populist economic policy – contrary to the wishes of his anti-statist colleagues and their corporate backers, who wanted to lower taxes on the rich and roll back the welfare state. “Much of conservative doctrine,” Burnham wrote in 1972, “is, if not quite bankrupt, more and more obviously obsolescent.” Less than a decade later, Ronald Reagan was president, and it was Burnham who seemed like a relic of the past.</font></p>

<p><font size="2" face="Trebuchet MS">For a long time, the only major study of Burnham’s work was a slim volume published in 1984 by a minor academic press under the title Power and History. The book’s author, Samuel Francis, seemed a typical product of the insurgent conservative movement Burnham had helped to create – though by the late 1990s, when Francis published an updated version of Power and History, it made more sense to speak of a new conservative establishment. Outsiders who arrived at the White House with Reagan had become senior executives in Conservatism Inc. With the end of the cold war, the right had lost the glue that had bound its coalition, but there were still battles to be waged, and the money was better than ever.</font></p>
<p><font size="2" face="Trebuchet MS">Francis was never going to become a star in the emerging rightwing infotainment complex. Shy and overweight, with teeth stained from smoking, he had difficulty making it through cocktail parties. After completing a PhD in British history at the University of North Carolina, Francis left academia for Washington – first working at a rightwing thinktank, then serving as an aide to a Republican senator, and finally joining the editorial staff of the capital’s influential conservative daily newspaper, the Washington Times.</font></p>
<p><font size="2" face="Trebuchet MS">Francis retained his academic interests while he ascended into the ranks of the conservative establishment. He published six books in his lifetime, but he worked in private on one massive volume that he hoped would bring together all the disparate strands of his thought. Finished in 1995 but not discovered until after his death a decade later, the result was published earlier this year under the title Leviathan and Its Enemies. It is a sprawling text, more than 700 pages long, digressive, repetitive and in desperate need of an editor.</font></p>
<p><font size="2" face="Trebuchet MS">It is also one of the most impressive books to come out of the American right in a generation – and the most frightening. It is a searching diagnosis of managerial society, written by an author looking for a strategy that could break it apart.</font></p>
<p><font size="2" face="Trebuchet MS">Like much of Francis’s writing, Leviathan and Its Enemies began with Burnham – in this case, quite literally. “This book,” Francis announced in the first sentence, “is an effort to revise and reformulate the theory of the managerial revolution as advanced by James Burnham in 1941.”</font></p>
<p><font size="2" face="Trebuchet MS"><strong>Paleoconservatives depicted themselves as spokesmen for the forgotten residents of flyover country</strong></font></p>
<p><font size="2" face="Trebuchet MS">Francis agreed that society had been taken over by managers, but he believed the new ruling class was far more vulnerable than Burnham had realised. Not everyone had benefited from the rise of the experts – and Francis saw this unequal distribution of rewards as the managerial regime’s greatest weakness.</font></p>
<p><font size="2" face="Trebuchet MS">For reasons he never quite explained, he insisted that the cosmopolitan elite threatened the traditional values cherished by most Americans: “morality and religion, family, nation, local community, and at times racial integrity and identity”. These were sacred principles for members of a new “post-bourgeois proletariat” drawn from the working class and the lower ranks of the middle class. Lacking the skills prized by technocrats, but not far enough down the social ladder to win the attention of reformers, these white voters considered themselves victims of a coalition between the top and bottom against the middle.</font></p>
<p><font size="2" face="Trebuchet MS">According to Francis, this cohort had supplied the animating spirit of rightwing politics since the death of Franklin Roosevelt in 1945. They had supported Goldwater – but Francis regarded Goldwater’s programme, like the “movement conservatism” of the National Review, as a “quaintly bourgeois” throwback to the oligarchic politics of the 19th century, with nothing to offer the modern working man. Their tribune was not Goldwater but </font><a href="http://www.nytimes.com/1998/09/14/us/george-wallace-segregation-symbol-dies-at-79.html?pagewanted=all"><font size="2" face="Trebuchet MS">George Wallace</font></a><font size="2" face="Trebuchet MS">, the notorious segregationist and Democratic governor of Alabama – who won five southern states as an anti-civil rights third-party candidate in the 1968 presidential election. Richard Nixon and Ronald Reagan had appealed to this group, too, but neglected their interests after taking office. Despite having elected multiple presidents, the post-bourgeois proletariat had yet to find a voice.</font></p>
<p><font size="2" face="Trebuchet MS"></font>

<p><font size="2" face="Trebuchet MS">Yet Francis had difficulty explaining why managerial society would generate so much opposition in the first place. In Leviathan and Its Enemies, he argued that resistance to the cosmopolitan elite would be driven by “immutable elements of human nature” that “necessitate attachment to the concrete and historical roots of moral values and meaning”.</font></p>
<p><font size="2" face="Trebuchet MS">He was more candid in a speech he gave while working on the book. “What we as whites must do,” he declared, “is reassert our identity and our solidarity, and we must do so in explicitly racial terms through the articulation of a racial consciousness as whites.” Where mainstream conservatives depicted the US as a nation whose diverse population was linked by devotion to its founding principles, Francis viewed it as a racial project inextricably bound up with white rule. The managerial revolution jeopardised this racial hierarchy, and so it must be overthrown.</font></p>
<p><font size="2" face="Trebuchet MS">Francis delivered his remarks on racial consciousness at a conference organised by </font><a href="http://www.amren.com/"><font size="2" face="Trebuchet MS">American Renaissance</font></a><font size="2" face="Trebuchet MS">, an obscure journal devoted to promoting white nationalism. Years earlier, Francis had struck up a friendship with Jared Taylor, who went on to found the magazine with Francis’s encouragement. From their first encounter, Taylor recalled, he and Francis “understood each other immediately”.</font></p>
<p><font size="2" face="Trebuchet MS">Francis’s employers at the Washington Times were not as sympathetic. The paper fired him after his comments were released, a move that was part of his larger expulsion from the respectable right. Buckley himself dismissed Francis as “spokesman” for a group that had “earned their exclusion from thoughtful conservative ranks”.</font></p>
<p><font size="2" face="Trebuchet MS">Yet Francis would not be so easily purged. For years he had cultivated a relationship with Pat Buchanan, a one-time Nixon protege who had become one of the country’s most recognisable conservatives thanks to his role as co-host of CNN’s popular debating programme Crossfire. In 1992, Buchanan launched a long-shot campaign against incumbent president George HW Bush that, against all expectations, garnered almost 3m votes in the primaries. While all this was going on, Buchanan was growing closer to Francis, whom he later called “perhaps the brightest and best thinker on the right”.</font></p>
<p><font size="2" face="Trebuchet MS">Francis and Buchanan were linked by their association with a breakaway faction on the right known as paleoconservatism. While mainstream conservatives had taken advantage of cushy gigs in New York and Washington, paleocons depicted themselves as spokesmen for the forgotten residents of </font><a href="http://news.nationalgeographic.com/2016/03/160314-flyover-country-origin-language-midwest/"><font size="2" face="Trebuchet MS">flyover country</font></a><font size="2" face="Trebuchet MS">. Francis urged Buchanan to make another run for the White House in 1996, this time as the candidate of the post-bourgeois resistance. That campaign would be based on three issues: protectionism, opposition to immigration and an “America First” foreign policy that repudiated global commitments and foreign interventions in order to focus on defending the national interest.</font></p>
<p><font size="2" face="Trebuchet MS">Buchanan listened, and he went on to a surprise win in New Hampshire’s pivotal early primary, convincing Francis that the managerial elite was more vulnerable than at any point in his lifetime. While mainstream Republicans and Democrats celebrated forecasts that the US population was on track to become less than 50% white as a sign of America’s capacity to adapt and grow, Francis believed that the members of his post-bourgeois proletariat regarded these shifting demographics as another reminder of their dwindling power.</font></p>
<p><font size="2" face="Trebuchet MS">Buchanan’s campaign fizzled after New Hampshire, but Francis had a ready explanation for the collapse: Buchanan was too loyal to the Republican party to seize the opportunity he had been granted. “Don’t even use the word ‘conservative,’” Francis told Buchanan. “It doesn’t mean anything any more.” The managerial class had absorbed Buckley and his followers. They, too, were the enemy.</font></p>
<p><font size="2" face="Trebuchet MS">After Buchanan’s defeat and his own exile from mainstream conservatism, Francis devoted himself to what he called “racialpolitik”. He was a regular contributor to outlets promoting white racial consciousness – becoming, in Jared Taylor’s words, “the intellectual leader of a small but growing movement”. Francis denied that he was a white supremacist, but he condemned interracial sex, warned of “incipient race war” and drafted a manifesto for a white nationalist group arguing: “The American people and government should remain European in their composition and character.”</font></p>
<p><font size="2" face="Trebuchet MS"></font>

<p><font size="2" face="Trebuchet MS">When he looked ahead, Francis was especially concerned with the threat that one rising political star posed to his vision of the future. Barack Obama, he remarked in 2004, was “the model of what the New American is supposed to be”. Ivy League-educated, effortlessly cosmopolitan, promising to transcend barriers of race – Obama was the embodiment of the managerial elite. He represented everything Francis loathed about the contemporary United States.</font></p>
<p><font size="2" face="Trebuchet MS">The fact that Obama, Francis’s symbol for American decadence, became one of the most popular figures in the country brought the great contradiction of his thought into relief. The 19th century belonged to the bourgeoisie and the 20th century to the managers, he argued, because these rising classes had performed necessary social functions. His post-bourgeois proletariat, by contrast, were on the decline.</font></p>
<p><font size="2" face="Trebuchet MS">So was Francis. The supposed realist who cast hunger for power as the driving force of world history spent most of his time writing for journals with subscribers in the low five figures. In his last years, he was a lonely man. Before his sudden death from a cardiac aneurism in 2005, he had begun a study of conservatism and race. His masterpiece, Leviathan and Its Enemies, was still tucked away in a box of floppy disks; when it was published 11 years later, it would be under the auspices of a white-nationalist press. The right-leaning Washington Examiner ran one of his few obituaries. “Sam Francis,” it said, “was merely a racist and doesn’t deserve to be remembered as anything less.” It seemed just as likely that Francis would not be remembered at all.</font></p>

<p><font size="2" face="Trebuchet MS">“I want you to really listen<strong> </strong>to this,” Rush Limbaugh told his listeners in January this year. The king of rightwing talk radio was lecturing his audience, which averages around 13 million people a week, on Samuel Francis. Prompted by a magazine article casting Francis as the prophet of Trumpism, Limbaugh read aloud from one of Francis’s post-mortems on the Buchanan campaign. “What’s interesting,” Limbaugh said, “is how right on it is in foretelling Trump.” Before abandoning the subject, he added one point. Francis, Limbaugh noted, “later in life suffered the – acquired the – reputation of being a white supremacist”, a reputation Limbaugh insisted was undeserved.</font></p>
<p><font size="2" face="Trebuchet MS">The white nationalists who rallied to Francis in the last decade of his life disagree on that point, but they also see Trump as a vindication of their longtime inspiration. “Sam would have said that Trump is doing exactly what he advised Patrick Buchanan to do,” maintains Jared Taylor, who made news in the primary season when it was revealed that he had recorded automated phone messages endorsing Trump. (“White Supremacist Robocall Heartily Urges Iowa Voters to Support Trump,” reported a headline in the conservative Daily Caller.) According to Taylor’s American Renaissance, “Francis would be very pleased to see the GOP and conservative establishments mocked and destroyed.”</font></p>
<p><font size="2" face="Trebuchet MS">Even liberal commentators are looking back at Francis – whose prediction of a white working-class backlash against a globalist ruling elite seems to be coming true not just in the US but across Europe. “If you just drop the white nationalism a lot of Francis makes sense,” says Michael Lind, who once worked as an assistant to Buckley but now describes himself as a “radical centrist”. According to Lind, conservatives have been “spurning their natural constituency – the mostly white working class”, creating space for the rise of Trump.</font></p>
<p><font size="2" face="Trebuchet MS">Francis was also an inspiration for the team at the Journal of American Greatness, who called him “the closest thing to what could be described as the source of Trumpian thought” in their very first post. They admitted that Francis’s writing “overtly indulges various Southern nostalgias”, but insisted that his “deservedly criticised statements on race” could be separated from the core of his analysis. The managerial class was still the enemy, and only Trump seemed even dimly aware of what it would take to mount an effective challenge.</font></p>
<p><font size="2" face="Trebuchet MS"><strong>The authors of JAG looked at the problems facing the US and concluded that Donald Trump might be the answer</strong></font></p>
<p><font size="2" face="Trebuchet MS">But the authors at JAG wanted to do more than add chapters to the history Francis had already sketched. While they remain anonymous, sources have identified them as part of a conservative establishment located outside the Washington-New York axis that dominates the intellectual life of the American right – probably associated with the California-based </font><a href="http://www.claremont.org/"><font size="2" face="Trebuchet MS">Claremont Institute</font></a><font size="2" face="Trebuchet MS"> and the midwestern </font><a href="https://www.hillsdale.edu/"><font size="2" face="Trebuchet MS">Hillsdale College</font></a><font size="2" face="Trebuchet MS">.</font></p>
<p><font size="2" face="Trebuchet MS">Trump the candidate, they admitted, was at best an imperfect messenger. But it was the message that counted: “The American regime – like nearly all its cousins in the west – has devolved into an oligarchy.” JAG was not just arguing that Trump’s campaign had a coherent agenda – a controversial assertion, given that many on both the left and right have dismissed Trump as an unhinged demagogue jabbing randomly at pressure points in the electorate. It was arguing that Trump succeeded <em>because</em> of his platform. Without those ideas, he would have been just another novelty candidate. Armed with them, any of Trump’s more disciplined rivals might have stolen the nomination from him – but instead they opted for recycled bromides from the Reagan era.</font></p>
<p><font size="2" face="Trebuchet MS">The site could be fiery in its defence of Trump, but the best moments came when its targets were the grandees of the right. There are plenty of scathing articles about rightwing thinktanks written from the left, but none of their authors could write a sentence such as “Seeing conservatives court billionaires – which I have had occasion to do dozens, if not hundreds, of times – is like watching dorks tell cheerleaders how pretty they are.”</font></p>
<p><font size="2" face="Trebuchet MS">For all that, the authors of JAG were still thinkers who looked at the problems facing the US and concluded that Donald Trump might be the answer. They denounced conservatives for accepting “the leftist lie” that having a “natural affinity for people who look, think and speak” alike “is shameful and illegitimate”. “The ceaseless importation of people unaccustomed to liberty,” they wrote – referring to “mass third world immigration” – “makes the American people less fit for liberty every day”. Islam was a subject of particular concern. “What good,” they asked, “has Muslim immigration done for the United States and the American people?” Francis would have approved.</font></p>

<p><font size="2" face="Trebuchet MS">With its archive deleted, JAG’s internet presence is now confined to the occasional mournful tweet from one of its former readers, but the problems it identified on the right are more glaring than ever. “The conservative movement’s mission has become providing comfortable professional livelihoods to literally hundreds of people,” David Frum told me recently. Although this behemoth has proved effective at turning a profit, the intellectual returns on the investment have been paltry. “Conservatism was a lot more creative and effective when it had less money,” Frum said.</font></p>
<p><font size="2" face="Trebuchet MS">This narrowing of intellectual ambitions has coincided with a crisis of authority. When asked to name the dominant theme of the right’s intellectual history since George W Bush left office, conservative journalist Michael Brendan Dougherty responded with one word: “disintegration”. Buckley has been dead for the better part of a decade, and no successor has emerged with the clout to take up his role as arbiter of the true faith.</font></p>
<p><font size="2" face="Trebuchet MS">Meanwhile, the little magazines that once set the tempo of debate have struggled to maintain their influence in the age of social media. “Twenty years ago if you got the summer internship at National Review you were high-fiving everyone you knew,” one conservative activist told me. “That was like getting the Goldman Sachs internship. You were set.”</font></p>
<p><font size="2" face="Trebuchet MS">Charles Kesler, a senior fellow at the Claremont Institute and professor at nearby Claremont McKenna College, sees a generational change underway. His best students, he says, used to seek out three paths: some went into academia, others into politics, and a third group tried to navigate a path between the two as writers for middlebrow journals such as National Review. But that middle ground has eroded in the last decade, Kesler says. Now many feel “revulsion” at the state of public debate and take refuge in academia – or they succumb to a “populist tug” and end up at rightwing clickbait factories such as </font><a href="http://www.thedailybeast.com/articles/2016/03/01/how-breitbart-unleashes-hate-mobs-to-threaten-dox-and-troll-trump-critics.html"><font size="2" face="Trebuchet MS">Breitbart News</font></a><font size="2" face="Trebuchet MS">. That pull will only grow stronger now that Trump has shown how little influence establishment conservatives have over the constituency they claim to represent.</font></p>
<p><font size="2" face="Trebuchet MS">In Washington, a policy-minded cohort dubbed the </font><a href="http://www.wsj.com/articles/republican-conservative-reformicons-put-new-twist-on-tax-debate-1423010939"><font size="2" face="Trebuchet MS">reformicons</font></a><font size="2" face="Trebuchet MS"> has become the great hope for conservatives planning their response to the rise of Trump. Long before this year’s campaign, they had begun to devise a more populist agenda to appeal to the working-class voters who have become an increasingly significant part of the Republican electorate. With an eye to the future, they are also convinced that Republicans need to reject Trump’s brand of white identity politics if it hopes to win elections in a country becoming more diverse by the day.</font></p>
<p><font size="2" face="Trebuchet MS">From the reformicon perspective, Trump represents a pathological response to the legitimate complaints of voters whose concerns have been overlooked for too long. The challenge for savvy Republican politicians is to convert the impulses that have propelled Trump’s rise into a platform that can appeal to a multiracial coalition.</font></p>
<p><font size="2" face="Trebuchet MS"></font>

<p><font size="2" face="Trebuchet MS">Yet the well-intentioned reforming wonks have struggled to find an audience outside the capital. Part of the problem is financial. “There’s no money from rich donors even for reasonable populism,” says Michael Lind. To the ears of conservative billionaires, pleas for economic policies that appeal to workers sound like the prelude to tax hikes on the wealthy. For a Washington-based movement offering what the sceptics at JAG called “managerialism with a human face”, a lack of wealthy donors is a potentially fatal obstacle.</font></p>
<p><font size="2" face="Trebuchet MS">Of all the forces unleashed by the rise of Trump, the one that may pose the greatest threat to the relevance of the conservative intellectual establishment is the gleefully offensive movement known as the alt-right. Nurtured by online forums such as </font><a href="https://www.theguardian.com/technology/reddit"><font size="2" face="Trebuchet MS">Reddit</font></a><font size="2" face="Trebuchet MS"> and 4chan, along with white-nationalist standbys such as American Renaissance, the alt-right has become a vehicle for the simmering anger of mostly white and mostly young men – with strong links to the earlier varieties of racialpolitik promoted by Francis, who is sometimes cited as a founder of the alt-right. Mainstream conservatives have reacted with shock and horror to this development. “The nasty mouth-breathers Buckley expelled from conservatism have returned,” declared a typical response from Commentary, one of the major journals of the establishment right.</font></p>
<p><font size="2" face="Trebuchet MS">But the new iconoclasts of the alt-right can’t be purged from a conservative movement they have no desire to join, especially when they can reach an audience of millions on social media. If there is an heir today to the young William F Buckley – who launched his career with exuberant attacks on the hypocrisy of the liberal establishment and managed to make conservatism look like a stylish rebellion against the powers-that-be – it might be someone like </font><a href="https://www.theguardian.com/technology/2016/jul/20/milo-yiannopoulos-nero-permanently-banned-twitter"><font size="2" face="Trebuchet MS">Milo Yiannopoulos</font></a><font size="2" face="Trebuchet MS">, a professional provocateur who has become a spokesman for the alt-right. At one typical event this spring, Yiannopoulos, who refers to Trump as “Daddy”, delivered a lecture with the title Feminism Is Cancer after being ushered into the auditorium on a throne held aloft by students wearing “Make America Great Again” hats. Yiannopoulos’s critics are rightly concerned that his main agenda is promoting himself, but Brand Milo is a booming business.</font></p>
<p><font size="2" face="Trebuchet MS">The future looks more precarious for the guardians of True Conservatism. They have strong support from leading figures in the Republican party such as Paul Ryan, and retain control over an infrastructure of donors, thinktanks and journals. A landslide defeat for Trump could still revive their cause, but they could just as easily be swept aside by a rising generation of rightwing activists with a more Trumpian set of concerns.</font></p>
<p><font size="2" face="Trebuchet MS">Their brand of conservatism won’t disappear, but it could become more a curiosity than a movement, as it was in the days before the birth of the modern right over half a century ago. “The whole Buckley experiment may have been a passing phase,” says Lind – a strange interlude when a cohort of writers mistook their ideological preferences for the will of the people and, even stranger, provided the basis for an industry based on that delusion. The anxiety that its time has passed lurks underneath all the conservative establishment’s impassioned denunciations of Trump: a fear that his unprecedented victory in the Republican primary has demonstrated it is already obsolete. “I’m a conservative,” Trump said in April, “but at this point who cares?”</font></p>
<p><font size="2" face="Trebuchet MS">But Trump may have unintentionally pointed the way for a new kind of American conservatism, driven by resentment at the globalist diktats of the hated managerial class. Over the last year, that anger has emerged in surprising venues. In language that Francis would have recognised, the billionaire </font><a href="http://nymag.com/selectall/2016/06/peter-thiel.html"><font size="2" face="Trebuchet MS">PayPal co-founder and Silicon Valley guru Peter Thiel</font></a><font size="2" face="Trebuchet MS"> declared that America is no longer a democracy – since it has become a country “dominated by very unelected, technocratic agencies”.</font></p>
<p><font size="2" face="Trebuchet MS">Thiel has been an outspoken libertarian since his days as an undergraduate at Stanford in the 1980s, and in 2008 he supplied $500,000 for an attempt to create manmade islands that would provide an “escape from politics in all its forms”, but lately he has started to associate himself with a different crowd. In July, following an outpouring of criticism, </font><a href="https://news.fastcompany.com/peter-thiel-to-speak-atconference-thrown-by-group-tied-to-white-nationalists-4010060"><font size="2" face="Trebuchet MS">he cancelled a planned appearance</font></a><font size="2" face="Trebuchet MS"> in front of a group that has provided a meeting ground for libertarians and white nationalists, including Francis’s close friend Jared Taylor. But a similar public outcry did not persuade him to drop another speaking engagement earlier that month: a speech on the final night of the Republican national convention, where he had come as a delegate to cast his vote for Donald Trump.</font></p>
